Minutes of the meeting of the Sustainability Committee held Thursday, October 24th, 2024, at 4:00 p.m. in-person at the city offices and via electronic web conferencing in accordance with Utah Code 52-4-202. Members Present: Dan Bedford Julez Garcia Stephanie Vaughn Julie Casey Erika McDonald Derek Martinez-Lopez Taylor Lee Kaiya Clark Members Absent: Jonathan Melton Tara Saley Lena Morgan Ex-Officio: Lorenzo Long Steve Burton Guests/Public: 2 members of the public CALL TO ORDER / WELCOME / ROLL CALL/INTRODUCTIONS • Dan called the meeting to order, Lorenzo called the roll. APPROVAL OF MEETING MINUTES • Kaiya made a motion to approve the September 26th, 2024 meeting minutes. Derek seconded the motion. The meeting minutes were unanimously approved. ACTION ITEMS FROM PREVIOUS MEETING • Create feedback form – Lorenzo (COMPLETE) • Send UDOT contact information to Lorenzo – Jonathan (COMPLETE) o Lorenzo called him and hasn’t heard back yet • Check to see if Ogden Magazine can feature committees – Lorenzo (COMPLETE) o Lorenzo checked and it is possible. Lorenzo wrote a draft article for the winter edition of the magazine. • Draft sunset report PowerPoint – Dan o Report drafted • Track volunteer hours metric – Lorenzo (INCOMPLETE) • Add deliverables check to each meeting agenda – Lorenzo (COMPLETE) o Complete • Discuss potential recycling sticker design competition with OHS Sustainability Club – Kaiya (COMPLETE) 1|Page  o Discussed it with the club; hasn’t heard too many responses yet • Dan also mentioned an action item for the recycling subcommittee that didn’t make it into last month’s action items; it will be included in this month’s action items DRAFT SUNSET REPORT • Dan presented the draft sunset report. • The committee discussed the preparation of the sunset report, which needs to be presented to Council before December 31st, 2024. Lorenzo asked for the finished report before Thanksgiving. • Member of the public asked what “exploring options for strengthening Ogden’s climate resilience” meant. Dan explained that it meant that in the future, Ogden’s climate will be changing, which means that the city will need to figure out how to adapt to those new conditions, including less snow and water, and increased wildfires. • The member of the public suggested including a goal to continue public outreach • Stephanie suggested a potential goal for Ogden to become STAR rated. • Dan mentioned the Plan Ogden effort, and the public feedback that was overwhelmingly in favor of focusing on sustainability in the General Plan update. The word “sustainability” was one of the largest words in the live polling word cloud for the questions, “What is most important to you?”, “What is Ogden’s greatest opportunity?”, and “In 2050, what would you like Ogden to be known for?” at the most recent Plan Ogden public meeting. • Dan asked for committee input about the goals stated in the sunset report. Lorenzo encouraged the committee members to really think about goals they would like to achieve, and not limit themselves. UTAH RENEWABLE COMMUNITIES UPDATE • Lorenzo said that the Mayor had to re-sign the utility agreement in order to keep the city in the Utah Renewable Communities program development process. • One other community joined the program as a result of legislative changes that allowed new members • For new committee members, Lorenzo explained the basics of the Utah Renewable Communities Program, which is a coalition of 18 cities together with Rocky Mountain Power, pursuing net-100% renewable energy by 2030. The committee has been involved in the process of getting Ogden to join and stay in the program for several years now. Basic information about the program can be found here: Utah Renewable Communities | FAQs • There is only one more decision point in order to finalize Ogden’s participation in the program. The city council will need to adopt the program via ordinance after program approval by the Public Service Commission. That is currently looking to be in Fall 2025. SUBCOMMITTEE MEMBERSHIP COUNTS • Dan asked for committee members to fill out a spreadsheet he created in order to know who is on which subcommittee. SUBCOMMITTEE REPORTS • Energy Wise Subcommittee o Subcommittee is going to meet every other month. They will continue to pursue the Energy Wise goals. o Erika asked where information could be posted other than the current resource guide that is on the Ogden Sustainability website, because it is difficult to understand. Lorenzo said that it is true that it is hard to understand and that he could work together with the subcommittee to redevelop the resource. o A member of the public asked if information could be shared through Rocky Mountain Power’s monthly bills. Lorenzo said that he wasn’t sure, but that it is possible it could be done through the water bill because Ogden City is the utility. • EV Charging/Parking Subcommittee 2|Page  o No updates at this time. • Recycling Subcommittee o The subcommittee toured Grounds for Coffee on 25th street with the owner, Sadie. They do food compost pickup along with glass recycling. There is interest in seeing if glass recycling can be implemented on a larger scale on 25th street, as well as doing outreach to business owners on 25th to see what challenges in sustainability that they are facing. o Sadie mentioned that the 25th street business owners have come together recently and are in contact more often. She said if the subcommittee wanted to get any feedback from the businesses, she could send it out. o Lorenzo said he would reach out to Momentum Recycling about glass and food waste to see if there is a bulk customer discount. Tara said her employer uses Momentum, and it's pretty cheap. o A member of the public offered to set up a tour of Kimberley Clark’s facility and their sustainable initiatives. o Lorenzo has started to draft the Twilight Concert Recycling report o Derek said that if the subcommittee ever wanted to do any cleanups or any other service projects, he could help gather volunteers from his pre-college program. A member of the public also mentioned the “Pliking” group in Ogden that may also be interested in doing some volunteering. PUBLIC COMMENTS • Rory Johnson asked what the committee is doing in relation to water and the Great Salt Lake. He mentioned the rapid growth of homes, and wanting to make sure that parameters can be put on water usage and other things. He mentioned his son who lives in California who was required to put solar, dual flush toilets, xeriscaping, and other things as part of building a home. He asked how Ogden can reduce that footprint. • Susie Johnson said she was really glad to see that there is a Sustainability Committee, and appreciates the welcome given to her as a resident and business owner, and is excited about potential future collaboration. OPEN DISCUSSION • Stephanie asked whether subcommittees should hold elections for subcommittee chairs. The general feeling was that subcommittees can decide whether or not they want to hold elections. • Erika asked who was on the Energy Wise subcommittee. • The committee discussed having an occasional in-person-only meeting. Tara said that the meeting would have to be later for her to attend in-person. Derek suggested a quarterly in-person-only meeting. The committee generally agreed on that idea. The committee said 5:30 p.m. could work. • The committee discussed having a get-together outside of the regular committee meetings, perhaps after the in-person meetings.
