City of Olathe City Council Special Call Budget Workshop No. 2 Olathe Community Center |1205 E. Kansas City Road | Rooms A - C Tuesday | July 23, 2019 | 6:00 PM Staff and Governing Body meal (5:30 p.m.) 1. CALL TO ORDER Present: Bacon, Brownlee, Randall, and McCoy Absent: Campbell, Vogt, and Copeland Others in attendance: Michael Wilkes, City Manager and Susan Sherman, Assistant City Manager. 2. DISCUSSION ITEMS A. Overview of the 2020 Conditionally Approved Water & Sewer, Solid Waste, Stormwater, Recreation, and Facility Maintenance Fund Budgets. Review of the 2020 Capital Improvement Projects within the 2019-2023 CIP. Budget Manager Matt Randall completed opening remarks describing the budget presentation. Mr. Randall gave an overview of the 2019-2023 CIP process and focused on the 2020 projects. Deputy Parks and Recreation Director Brad Clay presented the Parks and Recreation Funds focusing on the key rolls of the recreation fund and expansion of programs as well as increasing funding opportunities. Mr. Randall presented information concerning the Community Center, cemetery fee changes that were previously adopted, the parks sales tax fund and the facilities maintenance fund. Public Works Director Mary Jaeger gave a presentation concerning the Utility Enterprise Funds comprised of water and sewer, solid waste and stormwater. Page 1 of 2 City Council Meeting Minutes July 23, 2019 Mr. Randall gave fee, revenue and cost details concerning the utilities and how we compare with other municipalities. Councilmember Bacon requested staff share the electrical study evaluation that Black and Veatch is performing on our water and sewer utilities once it is completed. Councilmember Bacon also requested staff provide an update on the priority ratings for the CIP projects. Mayor Pro Tem Randall stated he would like to see how our budget compares to other cities. Councilmember Brownlee thought it would be helpful to see, from year to year, projections that are two years into the future. Budget Manager Randall reviewed the upcoming budget calendar with the next steps being the budget public hearing on August 6th and adoption of the budget on August 20th. 3. ADDITIONAL ITEMS None 4.
