City of Olathe City Council 100 E. Santa Fe | Council Chamber Tuesday | October 5, 2021 | 7:00 PM 1. CALL TO ORDER Present: Brownlee, Campbell, McCoy, Bacon, Vogt, and Gilmore Absent: Mickelson 2. PLEDGE OF ALLEGIANCE 3. SPECIAL BUSINESS A. Proclamation recognizing October 3-9 as Fire Prevention Week. Mayor Bacon read and presented the proclamation to Public Education Specialist, Michelle McLane. Ms. McLane thanked the council for the recognition and spoke on the importance of fire safety and education. B. Proclamation recognizing October as Disability Employment Awareness Month Mayor Bacon read and presented proclamations to Jennifer Beruan, from Inclusion Connection and Mark Gash, from the Persons With Disabilities Advisory Board. Ms. Beruan thanked the council for the proclamation and spoke about the work Inclusion Connection is doing in Olathe. She also thanked the Olathe businesses that work with them to hire their clients. Mr. Gash thanked the council for the recognition. He spoke briefly about the theme of Disability Employment Awareness Month, along with mentioning the Greater Kansas City Mentoring Day, to be held next month. 4. CONSENT AGENDA Motion by Campbell. and seconded by Vogt, to approve the consent agenda as presented. The motion passed with the following vote. Consideration of approval of the City Council meeting minutes of September 21, 2021. Approved B. Consideration of a precious metal dealer license application for Warren Hannon Company, Inc. located at 128 E. Park. Approved C. Consideration of Resolution No. 21-1066 assigning the lease agreement and related bond documents by Exeter 16575 S Theden, LLC in connection with $35,320,000 in industrial revenue bonds to Pool 6 Industrial KS LLC. Approved D. Consideration of renewal of contract to Boone Brothers Roofing for roofing replacement, repair, and maintenance services. Approved E. Consideration of award of contract with Johnson County Aggregates for rock products for Infrastructure and Quality of Life. Approved 5. NEW BUSINESS A. Consideration of Ordinance No. 21-54 authorizing the issuance of Industrial Revenue Bonds, Series 2021 for Catholic Care Campus, Inc. (dba Santa Marta) to refund and redeem all outstanding Series 2015B Bonds. Motion by Campbell, and seconded by Vogt, to approve Ordinance 21-54. The motion was approved with the following vote. Yes: Brownlee, Campbell, McCoy, Bacon, Vogt, and Gilmore Absent: Mickelson 6. NEW CITY COUNCIL BUSINESS Councilmember McCoy mentioned the council had the opportunity to see fire station #8, that is located on the west side of Olathe. Mr. McCoy also expressed his condolences to fire department staff and the family of Chaplain Rick Giardine, who recently passed away. Councilmember Vogt thanked staff members, Nate Baldwin, Theresa Vink and Beth Wright for participating on a Zoom meeting about the Woodland Rd. to 119th Street extension and providing answers to the citizen's questions and concerns. Ms. Vogt also mentioned that the 119th St. overpass has been reopened, and thanked everyone for the hard work on the project. Page 2 of 3 City Council Meeting Minutes October 5, 2021 Councilmember Brownlee spoke about a recent meeting with Inclusion Connections and that they were a great organization, helping the special populations in OIathe. Ms. Brownlee also mentioned their business, PawsAbilities, a pet supply store. Mayor Bacon thanked Chief DeGraffenreid for racing him down the fire poles and helping to raise money for the Mayor's Children's Fund. 7. END OF TELEVISED SESSION 8.
