Budget Workshop
1. CALL TO ORDER
Present: Mickelson, McCoy, Bacon, Vogt, Felter, and Essex
Absent: Gilmore
Others in attendance were City Manager, Michael Wilkes, Deputy City Manager,
Susan Sherman, and City Attorney, Ron Shaver.
2. REPORTS
A. Report regarding proposed amendments to Title 9 of the Olathe
Municipal Code (the Olathe Public Offense Code).
Mayor Bacon asked questions about the changes to the spousal
sexual battery exception.
City Attorney Ron Shaver introduced Assistant City Attorney Bob
Gallimore. Mr. Gallimore explained that the proposed changes
aligned with updates made to the state statute last year.
B. Report regarding proposed amendments to Title 10 of the Olathe
Municipal Code (the Olathe Traffic Ordinance).
Report Accepted.
3. DISCUSSION ITEMS
A. General Overview of the Proposed 2023 General Fund, Library, Fund,
and Debt Service Budget, 2023-2027 Capital Improvement Plan (CIP)
for Vertical and Transportation projects, and 2023 General Fund fees.
Presentations was given by John Page, Financial Strategy Manager,
of the general overview of the proposed 2023 general budget.
Budget highlights were presented for each department by the
directors and the internal auditor.
Mr. Page presented information regarding the Library Fund, the Debt
Services Fund and the Capitol Improvement Plan.

Mike Sirna, director of Quality of Life, provided more details about
the Library Fund.
Council members asked questions for clarification.
Mr. Page shared information about additional upcoming budget
related meetings.
4. EXECUTIVE SESSION
Consideration of motion to recess into an executive session to discuss the following
items:
A. Consultation with the City's attorneys which would be deemed privileged
in the attorney-client relationship pursuant to the exception provided in
K.S.A. 75-4319(b)(2) regarding City of Olathe v. City of Spring Hill et al.,
Kansas Supreme Court Case No.: 124,156.
Motion by Vogt, seconded by Felter to recess into an executive session
for consultation with the City's attorneys which would be deemed
privileged in the attorney-client relationship pursuant to the exception
provided in K.S.A. 75-4319(b)(2) regarding City of Olathe v. City of
Spring Hill et al., Kansas Supreme Court Case No.: 124,156 for 15
minutes. The motion carried with the following vote:
Yes: Mickelson, McCoy, Bacon, Vogt, Felter, and Essex
Absent: Gilmore
Motion by Vog, seconded by Mickelson, to extend the executive session for an
additional 15 minutes and reconvene at 8:15 PM. The motion carried with the
following vote:
Yes: Mickelson, Bacon, Vogt, and Essex
Absent: McCoy, Gilmore, and Felter
5. RECONVENE FROM EXECUTIVE SESSION
Motion by Vogt, seconded by Felter, to to authorize staff to proceed with the
strategies discussed with and directed by the Governing Body. The motion carried
with the following vote:
Yes: McCoy, Bacon, Vogt, Felter, and Essex
No: Mickelson
Absent: Gilmore
