City of Olathe City Council Downtown Library - 206 E Santa Fe Tuesday | July 11, 2023 | 5:30 PM Budget Workshop COUNCIL DINNER - 5:30 PM 1. CALL TO ORDER Present: Mickelson, McCoy, Bacon, Vogt, Gilmore, and Felter Absent: Essex Others in attendance were City Manager, Michael Wilkes, Deputy City Manager, Susan Sherman, City Attorney, Ron Shaver and many departmental staff. 2. DISCUSSION ITEMS A. General Overview of the Proposed 2024 General Fund, Library, Fund, and Debt Service Budget, 2024-2028 Capital Improvement Plan (CIP) for Vertical and Transportation projects, and 2024 General Fund fees. Jarrod Stewart, Budget Manager, presented the agenda for the evening, summarized the budget process and gave a presentation regarding the proposed general budget. Focus area directors provided short budget presentations highlighting their specific department. Mike Sirna, Director of Quality of Life, shared a short presentation regarding the Library Fund and gave some projections for what is expected in the future. John Page, Financial Strategy and Procurement Manager, gave a presentation of the debt service fund and an overview of the CIP. Tim McKee, Chamber of Commerce CEO, gave a presentation of the Chamber's budget as well as introducing the Chamber’s staff and highlighting the current Chamber activities and events. Council members asked questions of each presenter to better understand details and gain clarification.
