City of Olathe City Council 100 E. Santa Fe | Council Chamber Tuesday | August 27, 2024 | 5:30 PM Intent to Exceed RNR and 2025 Budget Hearing 1. CALL TO ORDER Present: Bacon, Vogt, Gilmore, Schoonover, Felter, Vakas, and Essex 2. BEGIN LIVE STREAMED SESSION – 5:30 P. M. Others in attendance were Deputy City Manager, Susan Sherman and City Attorney, Ron Shaver. Mayor Bacon also noted that Councilmember Schoonover was joining the meeting virtually. 3. PUBLIC HEARINGS Persons wanting to speak regarding a public hearing are asked to sign up prior to the beginning of the City Council meeting. A person may sign up by notifying the City Clerk by calling 913-971-8521 or emailing CCO@Olatheks.gov by 5:00 PM or in person at City Hall no later than 30 minutes prior to the start of the meeting. Each speaker is allowed up to 5 minutes to address the City Council. A. Public hearing, pursuant to K.S.A. 79-2929 and K.S.A. 79-2988, to hear comments regarding the proposed City of Olathe FY 2025 Budget and exceeding the revenue neutral rate. Kathryn Messer, Budget and Management Analyst, presented a short budget overview. Gene Senesac, an Olathe resident, spoke about the need for upgrades to College Blvd. and asked that it be moved up on the CIP. Jim Randall, an Olathe resident, spoke about the need for upgrades to College Blvd. and asked that it be moved up on the CIP. B. Consideration of Resolution No. 24-1043 authorizing a levy of property taxes for the 2025 budget that requires a property tax rate exceeding the revenue neutral rate. Councilmember Gilmore pointed out that this was not a vote approving the budget but was only approving to exceed revenue Page 1 of 2 City Council Meeting Minutes August 27, 2024 neutral. Motion by Vogt, seconded by Gilmore, to approve Resolution No. 24-1043. The motion carried by the following vote: Yes: Bacon, Vogt, Gilmore, Schoonover, Felter, Vakas, and Essex Motion by Vogt, seconded by Gilmore to close the public hearing.
