City of Olathe City Council 100 E. Santa Fe | Council Chamber Thursday | August 14, 2025 | 4:00 PM Special Call 1. CALL TO ORDER Present: Bacon, Vogt, Gilmore, Schoonover, Felter, Vakas, and Essex 2. EXECUTIVE SESSION Consideration of motion to recess into an executive session to discuss the following items: A. Personnel matters of non-elected personnel regarding the City Manager pursuant to the exception provided in K.S.A.75-4319(b)(1). Motion by Vogt, seconded by Gilmore to recess into executive session to discuss personnel matters of non-elected personnel regarding the City Manager position pursuant to the exception provided in K.S.A.75-4319(b)(1) for 60 minutes with the open meeting reconvening at 5:00 P.M. The motion carried with the following vote: Yes: Bacon, Vogt, Gilmore, Schoonover, Felter, Vakas, and Essex Mayor Bacon reconvened the open meeting at 5:00 P.M. and said there was a need to recess back into Executive Session for an additional 30 minutes. A motion was made and seconded. The motion passed 4-0. Mayor Bacon reconvened the meeting at 5:30 and again stated there was a need for an additional 15 minutes. Councilmember Vogt made a motion and Councilmember Gilmore seconded it. The motion passed 4-0. At 5:45, Mayor Bacon reconvened the open meeting and called for a motion to recess back into executive session for another 10 minutes. The motion was made, seconded and passed 4-0. 3. RECONVENE FROM EXECUTIVE SESSION Motion by Vogt, seconded by Gilmore to authorize staff to proceed with the strategies discussed with and directed by the governing body.
