CITY OPERATIONS Tuesday, June 24, 2025 – 8:20 p.m. Council Chambers – Olean Municipal Building Present: Members: Chairman Bennion, Vice Chairman Anastasia, Alderman Crawford, Alderman Robinson, and Alderman McCall. Others: Mayor William Aiello; Frank Caputo, City Clerk; Lens Martial, City Auditor; Bridget Marshall, City Attorney; James Sprague, Director of Public Works; Kris Shewairy, Youth and Recreation Supervisor; Eric Maurouard, Fire Chief; Capt. Dave Bauer, Code Enforcement Supervisor; Keri Kerper, Community Development Program Coordinator, and Tiffany Taylor, Managerial Confidential Administrative Secretary. 1. Roll Call Alderman Bennion called the meeting to order at 8:20 p.m. and asked that the record show that all committee members were present. 2. Approval of Minutes of the Previous Committee Meeting (Tuesday, June 10, 2025) A motion to approve the minutes of the June 10, 2025 committee meeting was made by Alderman Bennion, seconded by Alderman McCall. Voice vote, ayes all. Motion carried. 3. Unfinished Business a. QR Code Parking Alderman Bennion explained he would like to postpone this for 2 weeks as the Council received information via email today. Alderman McCall asked for a cost analysis of what is projected income in comparison with the project cost. Alderman Bennion explained Mayor Aiello previously sent this to the Council, and Mayor Aiello explained he will resend this. b. 301 West Oak Street Ms. Martial explained if the Council would like the work completed on the home as the current owners were told needed to be done, then the City has to do nothing and the covenants will run with the land. Alderman Bennion asked that Alderman Anastasia communicate to the property owners that they can sell the property and restrictions will just transfer to the new owner. 4. New Referrals for Consideration a. 554 Prospect Avenue / Plymouth Street Paper Street Alderman Bennion explained this is for a paper street off of Prospect Avenue where the old owners of a home built a driveway and part of a porch on a paper street. He explained the owners would like to purchase the paper street. He explained he was contacted by someone else with a paper street concern as well and we need to determine what to do with paper streets from a City standpoint. He explained we need to determine if we want to sell them or if we don’t. He explained if we want to sell them we can have Ms. Marshall and Mayor Aiello come up with a procedure for selling them. Alderman Robinson explained he is perfectly fine with getting property back on the tax rolls, especially if we are currently using City funds to maintain them. He explained he would like to see paper streets be eliminated altogether. Alderman Bennion explained a lot of them are not maintained. Alderman Crawford explained he would be interested to get Director Sprague’s opinion as many moons ago a DPW Director felt a need to keep the paper street in case there was a municipal need in the future. Alderman Bennion explained Director Sprague, Mayor Aiello, and Ms. Marshall should get together to see how many paper streets we have, where they are, and if there is a process we can come up with to sell them. 5. Committee Reports None 6. Adjournment A motion to adjourn was made by Alderman Bennion, seconded by Alderman McCall. Voice vote, ayes all. Motion carried. Meeting adjourned at approximately 8:30 p.m.
