CITY OPERATIONS
Tuesday, November 4, 2025 – 6:00 p.m.
Council Chambers – Olean Municipal Building
Present: Members: Chairman Bennion, Vice Chairman Anastasia, Alderman Keary, and Alderman
McCall. Others: Alderman Forney; Alderman Robinson; Mayor William Aiello; Frank Caputo, City
Clerk; Lens Martial, City Auditor; James Sprague, Department of Public Works, and Tiffany Taylor,
Managerial Confidential Administrative Secretary.
1. Roll Call
Alderman Bennion called the meeting to order at 6:00 p.m. and asked that the record show that
all committee members were present except Alderman Crawford, who was excused.
2. Approval of Minutes of the Previous Committee Meeting (Tuesday, October 21, 2025)
A motion to approve the minutes of the October 21, 2025 committee meeting was made by
Alderman Bennion, seconded by Alderman Anastasia. Voice vote, ayes all. Motion carried.
3. Unfinished Business
a. Tree Maintenance / Removal in Right-of-Way
Director Sprague explained the last time this was discussed, it was mentioned this will probably
be more a part of the budgeting development in the spring. HE explained we will be shifting
employees to do some pruning in the meantime to have traffic control devices be more visible.
Alderman Bennion asked if they have already been doing this, and Director Sprague explained
they have been doing some, and if anyone notices an area where pruning is needed to contact
DPW. He explained the new stop signs in Ward 1 will be installed when pruning is completed so
the signs will be visible. Mayor Aiello noted he put out memos to all departments to be on the
lookout and call DPW when there is an issue to be taken care of.
4. New Referrals for Consideration
a. Side-by-Side Purchase
Director Sprague explained the Council was sent quotes via email last week. He explained DPW
would advocate for making this purchase, as this is a missed piece of equipment. Alderman
Bennion explained when everything was paired down apples to apples with the plow and
spreader, the recommendation is to move forward with the Kubota purchase from a local
dealership. He explained this is an all-season vehicle that is used not just for plowing, but also
stadium set up. Mayor Aiello explained it has also been used for mosquito spraying in areas where
the trucks can’t get. Alderman Bennion explained the prior side-by-side has been down for a year.
Alderman McCall explained she appreciates that the Mayor had put this aside while the Council
focused on other concerns, and explained it was put to the side knowing we needed to have it.
She explained the Council has learned since then more applications that it has, and she would
support this purchase. She asked if there is funding in a line item for this, and Alderman Bennion
explained there was some interest previously using funds from NYCLASS interest for this. Mayor
Aiello explained he will work on funding and come back to the Council at the next regular meeting
with a PL and Resolution to transfer the funding for this purchase. He noted there is a 30 to 60
day lead time for the spreader and seven to 14 day lead time for the plow, although the machine
itself is in stock.

A motion to adjourn was made by Alderman Bennion, seconded by Alderman McCall. Voice vote,
ayes all. Motion carried. Meeting adjourned at approximately 6:08 p.m.
