CITY OPERATIONS
Tuesday, January 6, 2026 – 6:00 p.m.
Council Chambers – Olean Municipal Building
Present: Members: Chairman Bennion, Vice Chairman Anastasia, and Alderman McCall. Others:
Alderman Forney; Alderman Robinson; Mayor Amy Sherburne; Lens Martial, City Auditor; James
Sprague, Director of Public Works; Eric Maurouard, Fire Chief, and Tiffany Taylor, Managerial
Confidential Administrative Secretary.
1. Roll Call
Alderman Bennion called the meeting to order at 6:00 p.m. and asked that the record show that
all committee members were present except Aldermen Keary and Crawford, who were excused.
2. Approval of Minutes of the Previous Committee Meeting (Tuesday, November 18, 2025)
A motion to approve the minutes of the November 18, 2025 committee meeting was made by
Alderman Bennion, seconded by Alderman McCall. Voice vote, ayes all. Motion carried.

4. New Referrals for Consideration
a. Fire Training Facility Update
Chief Maurouard explained there are three capital funds, one for each station plus one for the
training facility, and most of the work is being done in-house with personnel. He4 explained at
the training facility they have been making conditions safe, and they did bid out some of the work
for the fire tower. He explained they have accomplished some things but there is a list of items
they want to get to. He explained they are getting low on funding, but there is currently no plan
in place if they are going to ask for funding this season or if they will be waiting until next year.
He explained it will depend on the workload of other capital projects.
Mr. Martial explained the capital fund started with a balance of $32,424, and the remaining
balance is $13,260. Alderman Bennion explained he would recommend putting more money into
the capital fund and then looking for outside sources of funding to help with the cost. He asked
what the entire wish list cost is, and Chief Maurouard explained it is between $500,000 and $1
million. He explained this would renovate the current grounds, repair the buildings, add new
features, and redo the fencing. He noted the lowest bidder to redo the fence was $72,000. He
explained there will be substantial costs to get the facility back to where it was some time ago.
Alderman Bennion asked if the roof is leaking on the building. Chief Maurouard explained there
have been some roof leaks that have been patched over the years. He explained they have
purchased metal roofing for the building that will be installed by department employees in the
future.
Alderman McCall asked if making the repairs and upgrades would allow the City to charge other
fire companies to use the facility. Chief Maurouard explained it would be ideal to have some type
of recuperation from the other agencies using the facility, but how we get to that from what we
do now he does not know. Alderman Robinson asked if there is a potential for shared services to
participate in some of the work now, such as having members of another fire company coming
to assist with the work. Chief Maurouard explained they did try to seek help such as this, but
were unsuccessful. He explained they can try again, but volunteer companies are struggling to
have enough people to answer calls and do required training as it is.
Alderman Bennion asked where training is done. Chief Maurouard explained classroom training
is typically done wherever the host department is. He explained hands on, skill training and live
burn portions are currently being done in Salamanca.

A motion to adjourn was made by Alderman Bennion, seconded by Alderman McCall. Voice vote,
ayes all. Motion carried. Meeting adjourned at 6:10 p.m.
