CITY OPERATIONS
Tuesday, January 20, 2026 – 6:00 p.m.
Council Chambers – Olean Municipal Building
Present: Members: Chairman Bennion, Vice Chairman Anastasia, Alderman Keary, Alderman
Crawford, and Alderman McCall. Others: Alderman Forney; Alderman Robinson; Mayor Amy
Sherburne; Lens Martial, City Auditor; James Sprague, Director of Public Works, and Tiffany
Taylor. Managerial Confidential Administrative Secretary.
1. Roll Call
Alderman Bennion called the meeting to order at 6:00 p.m. and asked that the record show that
all committee members were present.
2. Approval of Minutes of the Previous Committee Meeting (Tuesday, January 6, 2026)
A motion to approve the minutes of the January 6, 2026 meeting was made by Alderman
Bennion, seconded by Alderman Keary. Voice vote, ayes all. Motion carried.
3. Unfinished Business
a. Levee Reaccreditation Update
Mayor Sherburne explained we are at a standstill finding out where we fall in line with the
accreditation. She explained we have to apply for funding to have preliminary inspections done.
She explained she will follow up with Congressman Langworthy’s office to ensure we are doing
everything we need to do in order to be in line with required inspections. She explained she is on
constant watch of this situation, and we will be able to move forward after we receive a more
formal update. She explained we are waiting for departments that handle this to move forward
to enable the City to be able to come up with a plan to reaccredit the levee. Alderman Bennion
explained he would like an update on when the new maps go into place, and Ms. Taylor explained
Mr. Camp previously advised the Council he believes the maps will go into effect sometime in
2028.
Alderman Robinson explained the Council received a memo from Mr. Camp. He explained the
memo indicated the project is on hold with the risk assessment from FEMA. He questioned where
funding will be coming rom for this. He explained he wants to make sure these things are looked
at as a part of the planning process. He explained if the levees are not reaccredited, when the
new maps take effect there will be a lot of residences in the City that will then be in a flood zone
that currently are not. Mayor Sherburne explained she will keep the Council updated as soon as
she hears anything, and explained we are relying on FEMA to be fully staffed to help us with this.
She explained we can’t develop or have new developments until we figure this out.
Alderman Robinson asked for a follow up after the budget is passed in April.

A motion to adjourn was made by Alderman Bennion, seconded by Alderman McCall. Voice vote,
ayes all. Motion carried. Meeting adjourned at approximately 6:05 p.m.
