COMMITTEE OF THE WHOLE MEETING MINUTES TUESDAY, JULY 28, 2026 – 6:00 p.m. COUNCIL CHAMBERS – OLEAN MUNICIPAL BUILDING IN ATTENDANCE WERE: ALDERMEN ROBINSON, BENNION, KEARY, McCALL, AND ANASTASIA. OTHERS: MAYOR AMY SHERBURNE; LENS MARTIAL, CITY CLERK; MICHAEL MORGAN, CITY ATTORNEY; KERI KERPER, COMMUNITY DEVELOPMENT PROGRAM COORDINATOR; JAMES SPRAGUE, DIRECTOR OF PUBLIC WORKS; RYAN REED, CODE ENFORCEMENT OFFICER; JERRY VOLZ; IT COORDINATOR, AND TIFFANY TAYLOR, MANAGERIAL CONFIDENTIAL ADMINISTRATIVE SECRETARY. Alderman Robinson called the meeting to order at 6:00 p.m. and asked that the record show that all Aldermen were present except Aldermen Forney and Crawford, who was excused. 1. PL #91-26: (Sherburne) To confirm the Mayoral appointment of Robert Blovsky as Police Chief. A motion to approve PL #91-26 was made by Alderman Anastasia, seconded by Alderman McCall. Voice vote, ayes all. Motion carried. Referred to regular meeting for Resolution. 2. PL #97-26: (Bennion) To amend the City of Olean Charter Section 3.002 to require confirmation by the Common Council of the Mayoral Appointment of the Administrative Secretary to the Common Council and City Attorney. Alderman Bennion explained this is similar to department heads, although this position is not a department head position. He explained with the close relationship the Council has with that position, the Council should have a say in the person that fills it. He explained this employee does report to the mayor as an employee day to day, they work more closely with the Council and this would allow the Council to have a say in the appointment process. Alderman Robinson explained he agrees, and explained when the new draft City charter was worked on, the duties of City Clerk and Common Council Clerk were separated out. He explained hopefully that get on the ballot for vote this November. A motion to approve PL #97-26 was made by Alderman Bennion, seconded by Alderman Keary. Voice vote, ayes all. Motion carried. Referred to Regular Meeting Tuesday, August 11, 2026 for Resolution. 3. PL #102-26: (Sherburne) That the Common Council as Lead Agency determines that the purchase of security cameras is an Unlisted Action and that after full review of the Short Environmental Assessment Form determines that the project will not result in any significant adverse impacts that therefore issues a Negative Declaration in accordance with the New York State Environmental Quality Review Act. A motion to approve PL #102-26 was made by Alderman Robinson, seconded by Alderman Bennion. Voice vote, ayes all. Motion carried. Referred to Regular Meeting for Resolution. 4. Adjournment A motion to adjourn was made by Alderman Robinson, seconded by Alderman Bennion. Voice vote, ayes all. Motion carried. Meeting adjourned at approximately 6:05 p.m.
