Finance Committee

FINANCE Tuesday, November 4, 2025 – 6:10 p.m. Council Chambers – Olean Municipal Building Present: Members: Chairman McCall, Alderman Bennion, Alderman Keary, Alderman Forney, Alderman Robinson, and Alderman Anastasia. Others: Mayor William Aiello; Frank Caputo, City Clerk; Lens Martial, City Auditor; James Sprague, Director of Public Works, and Tiffany Taylor, Managerial Confidential Administrative Secretary. 1. Roll Call Alderman McCall called the meeting to order at 6:10 p.m. and asked that the record show that all committee members were present except Alderman Crawford, who was excused. 2. Approval of the Minutes of the Previous Committee Meetings (Tuesday, October 21, 2025) A motion to approve the minutes of the October 21, 2025 committee meeting was made by Alderman McCall, seconded by Alderman Forney. Voice vote, ayes all. Motion carried. 3. Unfinished Business a. Capital Funds Alderman Bennion asked where we are at putting information on the top of pages with a brief description of what the fund is for, and Mr. Martial explained he had this on pages for the last meeting, but not this one. He explained he will make sure to include this information in the future. Mr. Marital explained Capital Fund #215 is for the Comprehensive Development Plan and there is no balance. He explained he has spoken with Ms. Kerper and there is nothing left to do in this project, so we can close this account. Mr. Martial explained Capital Fund #216 is for the Splash Park, has a balance of $873,712.48, and the project is ongoing. Alderman McCall explained she would like to have this on the next agenda for an update and asked if someone could come talk to the Council about the project and its delays. Mayor Aiello explained Director Sprague can discuss this project and asked if the Council would like CPL to attend, and Alderman McCall explained she would like someone from CPL to attend. Alderman McCall asked how much time is needed for an update and Director Sprague explained he can give an update at the committee meetings on the 18th. Mr. Martial explained Capital Fund #217 is for the BBGP Marketing Assistance Program, and there is a zero dollar balance. He explained Capital Fund #218 is the BBGP Real Estate Assistance Program and also has a zero dollar balance. He explained both of these funds can be closed as well. Mr. Martial explained Capital Fund #219 is for Oak Hill Park. He explained the project is done and the BAN has been paid off. He explained there is a balance of $200,499.92 in the account. Alderman McCall asked that Oak Hill Park be added to the Youth and Recreation agenda as the Council has discussed issues at the park that need to be taken care of. She explained she believes fixing the side of the park near 4th Street, as well as taking care of trees in the park, will utilize a large portion of the funding that is remaining. 4.
