FINANCE Tuesday, December 16, 2025 – 6:00 p.m. Council Chambers – Olean Municipal Building Present: Members: Chairman McCall, Vice Chairman Crawford, Alderman Bennion, Alderman Keary, Alderman Forney, Alderman Robinson, and Alderman Anastasia. Others: Mayor William Aiello; Frank Caputo, City Clerk; Bridget Marshall, City Attorney; Lens Martial, City Auditor; James Sprague, Director of Public Works; Eric Maurouard, Fire Chief, and Tiffany Taylor, Managerial Confidential Administrative Secretary. 1. Roll Call Alderman McCall called the meeting to order at 6:00 p.m. and asked that the record show that all committee members were present. 2. Approval of Minutes of the Previous Committee Meeting (Tuesday, December 2, 2025) A motion to approve the minutes of the December 2, 2025 committee meeting was made by Alderman McCall, seconded by Alderman Forney. Voice vote, ayes all. Motion carried. 3. Unfinished Business a. Capital Funds Mr. Martial explained Capital Fund #238, Central Fire Repairs, has a balance of $25,280.26 and the project is ongoing. Alderman McCall asked if this was set up for general upkeep or planned repairs. Chief Maurouard explained this was created with a plan in place for repairs and an idea of what they wanted to accomplish, and presented a list to the Council of the plans as well as what has been done so far. Alderman McCall explained it looks like a fair amount of what was proposed has been completed and asked if the funding remaining is enough to complete the items on the list. Chief Maurouard explained he thinks it will be close. Alderman McCall explained she sees the first floor ADA complaint bathroom is still to be done, and Chief Maurouard explained all of the fixtures have already been purchased for that. He explained with the funding, they were looking to bid out the exterior painting, but it will be more expensive and would cost more than what remains in the capital fund. He noted bidding out the work would result in a better finished product. Alderman McCall asked if the bathroom is being done in house and Chief Maurouard explained all of the work is being done in house. Mr. Martial explained Capital Fund #239, Fire Station 1 Repairs, has a balance on $10,772 left. Chief Maurouard explained they now need a furnace, which was not originally on the list of repairs or figured into the cost. He explained it is getting old so they are considering if they have money left to help fund that, and they are just starting to research this. He explained the ADA compliant first floor bathroom is finished as well as the rear entrance. He explained he has previously discussed the rear parking lot with the Council and they are hoping to get that done in the future as well. Alderman Anastasia asked if the furnace can be done in-house by our HVAC Specialist and Chief Maurouard explained it probably could be, although he has not talked to him about costs yet. Mr. Martial explained Capital Fund #240, Code Enforcement Update, has a balance of $1,200. Ms. Taylor explained there was a kickoff meeting with the grant agency, and grant funding is forthcoming. She explained after the beginning of the year an RFP will be released for a consultant for this project. Mr. Martial explained Capital Fund #241, Wayne Street Shared Use Path, has a negative balance of -$62,767.64 and explained we have not gotten funding for this yet. He explained we will need to do some reimbursement requests. Alderman McCall asked if we know the timeline for reimbursement, and Mr. Martial explained he has not seen any requests yet. Director Sprague explained this has been held up because the project was combined with the Southern Tier Trail Project, and he would not want to speculate on a timeline. Alderman Crawford explained he would like to request in the new year a more detailed conversation about this project. He asked if Director Sprague has met with the Southern Tier Trail Project Team, and Director Sprague explained he has. He explained the Wayne Street trail route is actually going to be part of the Southern Tier Trail that goes through the City. Alderman Crawford explained his biggest concern is if this has ben relayed to our funding agency and if we need to communicate anything or request extensions. Director Sprague explained they have been looped in, but he does not know if the projects have been formally combined. Alderman Crawford explained he would like a follow up on this in February. Alderman McCall explained she has reached out to Director Sprague and Ms. Taylor regarding monthly updates on capital projects over $50,000. She explained this requirement is in the Code and it has come to her attention that we are not following that. She explained she would like to do this on the opposite weeks of when capital funds are reviewed. She explained this should rectify some questions we have on different projects. Mr. Martial explained Capital Fund #242, Sewer Line Repairs and Replacement, has a balance of $150,957. Alderman McCall explained the Council has wanted to set aside money in budgets for ongoing repairs and upgrades we need. Mr. Martial explained Capital Fund #243, Water Line Repair and Replacement, has a balance of $300,000. b. Capital Project – Security Cameras Mr. Volz explained he does not have all of the information right now and explained he should get a quote before the holidays. Alderman McCall asked about testing the cameras, and Mr. Volz explained we have been testing the cameras, and all of the Aldermen should have gotten a link to check them out. Alderman Robinson explained he went to the website and looked at the capabilities of the camera system, and he is impressed with the technologies and capabilities of it. He explained he hopes this is pocket friendly for the City and something we can pursue. Mr. Volz explained this camera system saves the Police Officer in charge of discovery hours on his work. He explained the cameras were given to us for three months to try out and we should have them for about another month. He explained he knows this will not be cheap, but it is a better system. Alderman McCall asked for a follow up at the end of January and Mr. Volz explained he will forward pricing information in the meantime. 4. New Referrals for Consideration None 5.
