PUBLIC SAFETY
Tuesday, July 8, 2025 – 6:00 p.m.
Council Chambers – Olean Municipal Building
Present: Members: Chairman Robinson, Vice Chairman Anastasia, Alderman Bennion, Alderman
McCall, and Alderman Crawford (Ward 2 vacant). Others: Mayor William Aiello; Frank Caputo,
City Clerk; Lens Martial, City Auditor; Bridget Marshall, City Attorney; James Sprague, Director of
Public Works; Capt. Dave Bauer, Code Enforcement Supervisor, and Tiffany Taylor, Managerial
Confidential Administrative Secretary.
1. Roll Call
Alderman Robinson called the meeting to order at 7:20 p.m. and asked that the record show that
all committee members were present except Alderman Forney, who was excused, and explained
Ward 2 is vacant.
2. Approval of Minutes of the Previous Committee Meetings (Tuesday, June 24, 2025)
A motion to approve the minutes of the July 8, 2025 meeting was made by Alderman Robinson,
seconded by Alderman Bennion. Voice vote, ayes all. Motion carried.
3. Unfinished Business
a. Blighted Homes - 316 Laurel Avenue / 330 North 10th Street
Alderman Robinson asked if we have an update to help us get these buildings down and improve
the safety of the area. Capt. Bauer explained the property at 330 North 10th Street has been
fenced off and since it is up against the sidewalk, R.E. Kelley put fencing around the building and
blocked off the sidewalk. He explained that is safer than it was for the time being. He explained
they are still looking at getting around the issues with the County, and explained the County is
working with the City so hopefully we will get something moving forward. He explained they did
find out the County now owns 316 Laurel and we will work with them to come to a resolution
quickly. He explained they did receive a response from one of the three contractors who
previously bid on the demolition and their bid to demo both for $127,000 is still good. Alderman
Robinson asked if the County owning 316 Laurel Avenue removes the City’s liability if something
happens, and Ms. Marshall explained it does if it is in their name, and a deed has not been
recorded yet.
Alderman McCall asked if we have a timetable of when we will have a resolution for the Laurel
Avenue property and Ms. Marshall explained Mr. Keller has indicated he is working with Mr. Reed
in Codes. Capt. Bauer explained there are two houses the Land Bank are tearing down, and
although we were told by March they would be gone they are both still standing waiting for
utilities to get disconnected. Alderman Robinson explained he is not opposed to having an update
in a month about what has changed and what the update is. Ms. Marshall explained she will miss
that meeting, but she can have an update from the County perspective in 2 weeks.
b. Railroad Property Mowing
Alderman Robinson asked if this still needs to be rectified. Capt. Bauer explained VanCampen has
been mowed, and was done early last week or late the week before. Alderman Anastasia
explained Connell Street is getting close to encroaching on the road. Mayor Aiello explained we
will follow up on this in two weeks.
4. New Referrals for Consideration
a. Remove Deaf Child Signs – South 14th Street / West Henley Street; North 21st
Street / Washington Street
Alderman Robinson explained the sign at South 14th and West Henley is no longer needed, and
he does not believe the one at North 21st and Washington is needed, either. He explained he will
be putting in a PL and Resolution to remove these signs.
5. Approval of Committee Reports
None
6. Adjournment
A motion to adjourn was made by Alderman Robinson, seconded by Alderman Anastasia. Voice
vote, ayes all. Motion carried. Meeting adjourned at approximately 7:35 p.m.
