PUBLIC SAFETY
Tuesday, January 6, 2026 – 6:30 p.m.
Council Chambers – Olean Municipal Building
Present: Members: Chairman Robinson, Vice Chairman Anastasia, Alderman Bennion, Alderman
Forney, and Alderman McCall. Others: Mayor Amy Sherburne; Lens Martial, City Auditor; James
Sprague, Director of Public Works; Eric Maurouard, Fire Chief, and Tiffany Taylor, Managerial
Confidential Administrative Secretary.
1. Roll Call
Alderman Robinson called the meeting to order at 6:30 p.m. and asked the record show that all
committee members were present except Aldermen Keary and Crawford, who were excused.
2. Approval of Minutes of the Previous Committee Meeting (Tuesday, December 16, 2025)
A motion to approve the minutes of the December 16, 2025 committee meeting was made by
Alderman Robinson, seconded by Alderman Forney. Voice vote, ayes all. Motion carried.
3. Unfinished Business
a. North Union Street Lighting
Director Sprague explained phase one of the project is to change out all street light heads and
get new ones that are aimed better and brighter. He explained the preliminary cost estimate is
$85,000 for 85 new heads, and due to the cost he is working on assembling an RFP required by
our procurement policy. He explained he has not had the opportunity to get more into the
pedestrian and decorative lighting aspects. He explained the intention for phase 1 is to purchase
the new heads and have the electrical department install them, but it will take a while to get the
bids. Alderman Robinson asked if $85,000 is just the cost for materials and Director Sprague
explained that it is. He explained if we decide to hire a contractor, it would add about 150% to
the cost. Alderman Bennion asked what we will do with the old heads, and Director Sprague
explained we will be holding onto a collection of them to be used in parks, but he does not know
if we need 85 and may dispose of some. Alderman Robinson asked what the timeline is, and
Director Sprague explained hopefully within a month or six weeks he will have more information
to share with the Council.

A motion to adjourn was made by Alderman Robinson, seconded by Alderman McCall. Voice vote,
ayes all. Motion carried. Meeting adjourned at 6:35 p.m.
