April 21, 2026 COMMON COUNCIL CHAMBERS COUNTY OF CATTARAUGUS STATE OF NEW YORK A Special Meeting of the Olean Common Council of the City of Olean was held on Tuesday, April 21, 2026 at 9:05 p.m. PRESENT: Aldermen Robinson, Bennion, Keary, Forney, McCall, Crawford, and Anastasia ABSENT: None OFFICIALS: Mayor Amy Sherburne; Frank Caputo, City Clerk; Lens Martial, City Auditor; Mike Morgan, City Attorney; Jennifer Fairbanks-Black, Chief of Staff; James Sprague, Director of Public Works; Stephanie Olson, Principal Account Clerk; Keri Kerper, Community Development Program Coordinator; Gregg Piechota, City Assessor, and Tiffany Taylor, Managerial Confidential Administrative Secretary RESOLUTIONS A motion to suspend the rules was made by Alderman Robinson, seconded by Alderman McCall. Voice vote, ayes all. Motion carried. A motion to amend Resolution #29-26 to reflect increases of .27% water and 1.08% sewer over 2025-2026 rates and to eliminate the third industrial tier was made by Alderman Robinson, seconded by Alderman McCall. Voice vote, ayes all. Motion carried. RESOLUTION #29-26 PL #28-26 By Alderman McCall, Seconded by Alderman Robinson TO AMEND THE WATER RATES PURSUANT TO SECTION 27-22 AND SEWER RATES PURSUANT TO SECTION 27-167(A) OF THE CITY OF OLEAN CODE OF ORDINANCES WHEREAS, the Common Council will adopt the 2026-2027 budget reflecting amendments in the water rates; and WHEREAS, a public hearing was held on Tuesday, April 14, 2026 in the Council Chambers of the Olean Municipal Building at 6:05 p.m. pursuant to Section 27-22(1) and 27-167(a) of the City of Olean Code of Ordinances; and WHEREAS, water services provided by the City of Olean shall from time to time in each case be established by the Common Council pursuant to Chapter 27, Article II, Division 1, Section 27-22; and WHEREAS, sewer rates provided by the City of Olean shall from time to time in each case be established by the Common Council pursuant to Chapter 27, Article III, Division 5, Section 27-167; RESOLVED, that water and sewer services provided within the boundaries of the City, water rates shall be as follows: Monthly:  Journal of Proceedings OF THE COMMON COUNCIL OF THE CITY OF OLEAN, N.Y. A motion to amend Resolution #39-26 to reflect a budget bottom line of $31,591,953 was made by Alderman Robinson, seconded by Alderman Bennion. Voice vote, ayes all, Motion carried. RESOLUTION #39-26 PL #NONE By Alderman McCall, Seconded by Alderman Bennion BUDGET 2026-2027 RESOLVED, that the 2026-2027 Budget as submitted be accepted and that the total amount of said budget be reduced in writing and entered on the minutes of the proceedings of this meeting, to wit: The total Budget for the fiscal year 2026-2027 shall be $31,591,953 inclusive of the General, Water, and Sewer Funds, subject to legal opinion. RESOLVED, that this Resolution will be effective immediately. ROLL CALL, AYES ALL. MOTION CARRIED. EXECUTIVE SESSION Motion to enter into executive session to discuss pending litigation and matters leading to the employment of a particular person was made by Alderman Robinson, seconded by Alderman Bennion.
