STRATEGIC PLANNING Tuesday, July 28, 2026 – 7:50 p.m. Council Chambers – Olean Municipal Building Present: Members: Alderman Bennion, Alderman McCall and Alderman Robinson. Others: Alderman Keary; Alderman Anastasia; Mayor Amy Sherburne; Michael Morgan, City Attorney; Keri Kerper, Community Development Program Coordinator; James Sprague, Director of Public Works, and Tiffany Taylor, Managerial Confidential Administrative Secretary. 1. Roll Call Alderman Bennion called the meeting to order at 7:50 p.m. and asked that the record show that all committee members were present except Aldermen Forney and Crawford, who were excused. 2. Approval of Minutes of the Previous Committee Meeting (Tuesday, July 14, 2026) A motion to approve the minutes of the July 14, 2026 committee meeting was made by Alderman Bennion, seconded by Alderman Robinson. Voice vote, ayes all. Motion carried. 3. Unfinished Business None 4. New Referrals for Consideration a. PL #96-26: (Sherburne) To authorize the sale of the property located at 226 North 7th Street, Olean, to a private entity. Mayor Sherburne explained this is a property the City owns, and is of no use to the City. She explained it is difficult for the City to maintain and the private entity would take that on as it borders their property. Alderman Bennion explained he is in favor of this, and questioned if there is a process that outlines how this goes. Ms. Taylor explained since this property was obtained by the City as a result of a foreclosure, the City is able to sell the property without going through an advertising or bidding process. She explained once the resolution is passed, there is a thirty day waiting period prior to the deed transfer to allow the opportunity for the sale to be grieved if someone does not agree with it. She noted there is a process for advertising and bidding for other City-owned property that is not obtained as the result of a foreclosure proceeding. Alderman McCall explained there are a number of issues on this property that affect this individual’s property and he has done his due diligence trying to maintain things. She explained there is a lot that the City is not interested in doing with this property and it really should go to the private entity. A motion to approve PL #96-26 was made by Alderman Bennion, seconded by Alderman Robinson. Voice vote, ayes all. Motion carried. Referred to City Attorney for Resolution. 5. Committee Reports A motion to approve Committee reports was made by Alderman Bennion, seconded by Alderman Robinson. Voice vote, ayes all. Motion carried. 6. Adjournment A motion to adjourn was made by Alderman Bennion, seconded by Alderman Robinson. Voice vote, ayes all. Motion carried. Meeting adjourned at approximately 7:55 p.m.
