CALL TO ORDER The meeting was called to order at 6:07 p.m. 1.A ROLL CALL Present: 6 - Chair Trent Hart, Commissioner Diana Fairbanks, Commissioner Ron Hinton, Commissioner Marygrace Jennings, Commissioner Michael Olson, and Commissioner Rick Perry Absent: 3 - Commissioner Stacy Hicks, Commissioner Katie Nelson, and Commissioner Danielle Westbrook 2. APPROVAL OF AGENDA Chair Hart asked if there were any changes to the agenda. Hearing none, the agenda was approved. 3. APPROVAL OF MINUTES 14-0714 Approval of July 10, 2014 Arts Commission Meeting Minutes Chair Hart asked if there were any changes to the minutes. Hearing none, the minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Commissioners shared information on past and upcoming arts events. 6. BUSINESS ITEMS 7. REPORTS 14-0715 Commission Items 1.1 Survey of Economic Value of Olympia's Music Industry - No report. 1.9 Define Theater District - No report. 1.13 Comprehensive and Action Plan Update - No report. City of Olympia Page 1 Arts Commission Meeting Minutes August 14, 2014 1.14 Commission Retreat/Work Session -The retreat is planned for September 11 from 4-8 p.m. at City Hall Room 304. The focus of the retreat is to develop a Municipal Art Plan as a strategic document for the next few years. The agenda for the retreat will be ready to be sent out in about one and a half weeks. Send thoughts and ideas to Commissioner Jennings. 2.c Public Art Assessment - Ms. Johnson will follow-up on items called out in the Commissioner's condition reports. The report was received. 14-0716 Community Events & Outreach Committee Report 1.3 Community Art Process Review - No report. 1.4 Artspace/Arts Center Support - No report. 1.6 Guidelines for Temporary Display of Art at City Hall/1.15 Community Arts Roundtable - No report. 1.8 Music Out Loud - Chair Hart noted he met with City legal staff to review the City ordinance with regards to funding performances. A concern brought up by legal staff is performances possibly blocking the right of way. This should be anticipated and addressed by the Committee. 1.11 Studio Tour - No report. 1.12 Music in Neighborhood Parks - No report. 2.a Arts Walk 49 - There are 96 venues for Arts Walk. The call for volunteers to deliver maps will go out at the September 11 meeting. Maps will be available September 18, 19, and 20. 2.b Art Ambassador Program - Tours conclude at the end of August, approximately 50 visitors to date (including Meet the Artist Day). 2.d Arts Day at the Capitol - No report. 2.g Area Arts Promotion - No report. The report was received. 14-0717 Art in Public Places Committee Report 1.2 Municipal Art Plan to City Council - Commissioners plan to have this item to General Government Committee by the end of October. 1.5 Utility Box Mural Project - The Committee has begun to put together a call for art, and are working through logistical or procedural issues as they develop. Commissioners noted they would like the Arts Commission, artist and City clearly cited on the wraps. There was also discussion about starting with the West side instead of downtown. Ms. Johnson is asking number and size of boxes, and interest of Public Works to partner on the West or East side. The call for artists and budget will be presented at the September meeting. 1.7 City Hall 1% for Public Art - The Art in Public Places Committee will meet Thursday, September 18 at 4:00 p.m. for a walk through of the first two floors with a site plan to better understand possiblities for permanent art. 1.10 City Entry Signs - No report. 2.e Percival Plinth Peoples' Choice Award - Rainforest Dream by Leo Osborne (2013 People's Choice) was recently installed in front of City Hall. City of Olympia Page 2 Arts Commission Meeting Minutes August 14, 2014 2.f Public Art Projects -The Public Works Tribute sculptures have been sent to Tacoma for fumigation to rid them of termites. Work will begin on plans for reinstallation. After investigation, the artist of The Call of Duty has determined he will recast the sculpture due to issues in the metal. Commissioners asked staff for follow up regarding Carolyn Law's third sidewalk project she is commissioned for, which is the Eastside/22nd sidewalk. The report was received. 8. OTHER TOPICS - None 9.
