1. CALL TO ORDER
Vice Chair Hicks called the meeting to order at 6:00 p.m.

2. APPROVAL OF AGENDA
The agenda was approved.
3. APPROVAL OF MINUTES
15-0348 Approval of March 12, 2015 Arts Commission Minutes
The minutes were approved.
4. PUBLIC COMMENT
Councilmember Selby introduced herself as the Council liaison to the Arts
Commission, and noted she hopes to attend every other month. She said she has a
passion for the arts and believes that the Arts, Recreation & Cultural Heritage (ARCH)
is important to our community. She encouraged Commissioners to make it a point to
check in at Council on a more frequent basis to share what they are working on.
Councilmember Selby noted spring Arts Walk Saturday can get congested at the
north end of town between the Dragon Boat Races and the Procession. She
wondered if there are ways to spread the wealth of events happening that weekend
and asked the Commission for guidance on the topic.

Vice-Chair Hicks welcomed Susan Aurand and Britta Echtle to the Commission and

members shared brief bios around the table.
6. BUSINESS ITEMS
15-0349 Municipal Art Plan Revision
Vice-Chair Hicks explained Council recently approved $50,000 in year-end funds for
the Municipal Art Fund, as $1 per Capita funding for this year. Chair Jennings and
Vice-Chair Hicks will be presenting the Municipal Art Plan to General Government
Committee on April 15, so this evening's Arts Commission meeting was an
opportunity to make changes to the proposed use of funds.
After discussion, Commissioners agreed to put the funds toward the City Gateways
this year, for a master plan for the project.
Commissioner Aurand moved, seconded by Commissioner Echtle, to direct
the $50,000 added to the Municipal Art Fund to the City Gateways project in
2015. The motion passed.
7. REPORTS
15-0344 Commission Items
Vice-Chair Hicks gave a brief overview on the Committees of the Arts Commission.
Commissioner Hinton encouraged new Commissioners to think about what committee
they wish to be on. He noted there is currently no process for determining how the
committees are filled, and suggested it would be a good topic for the retreat.
1.11 Commission Retreat/Work Session - May 21 is confirmed. A potluck list will be
sent around at the May 14 meeting. Commissioners were encouraged to send topic
ideas to Ms. Johnson.
1.12 City Action Plan - Ms. Johnson reminded Commissioners they were sent an
invitation to the April 18 launch event.
1.13 Park Plan - No report.
2.c Public Art Assessment - Ms. Johnson passed out the Condition Report binders for
the Public Art Collection. Vice Chair Hicks took the east side, Commissioner Aurand
the west side, Commissioner Hinton south east, Commissioner Fairbanks The
Olympia Center, and Commissioner Echtle the downtown area.
2.d Arts Day at the Capitol - No report.
The report was received.
15-0345 Community Events & Outreach Committee Report
1.3 Music Out Loud - No report.
1.7 Artspace/Arts Center Support - Commissioner Hinton provided information about
where the Artspace project is to date, and that the Artspace representatives will be
returning May 5, 6 & 7.
1.9 Define Theater District - No report.

1.14 Downtown Strategy - No report.
2.a Arts Walk 50 & 51 - In progress. Ms. Johnson thanked Commissioners for their
help in distributing maps.

2.3 Area Arts Promotion - No report.

15-0346 Art in Public Places Committee Report
1.1 2015 Municipal Art Plan - Discussed earlier in the meeting.
1.2 Traffic Box Wrap - Launched.
1.4 Percival Plinth Project - Launched.
1.5 Harrison/Black Lake Tree Guards - No report.
1.6 City Gateways - No report.
1.8 Guidelines for Temporary Display of Art at City Hall - No report.

15-0347 Staff Report
PW Tribute Conservation - Ms. Johnson shared that the Art in Public Places
Committee made a few final adjustments to the Request for Bids for the PW Tribute
figures. They requested the base be made paintable, the hatch figure base be
lowered to 24 inches, and that the conservation include repair of the feet on the
standing figures. The feet are to be for structure and balance only, not replicated.
Bridge at the Vortex Update - Ms. Johnson reported the City Manager has accepted
the gift and Public Works is happy to host the artwork in their offices.
50th Arts Walk Proclamation - Ms. Johnson noted there would be a proclamation at
City Council for the 50th event on April 21 at 7:00 p.m. and encouraged
Commissioners to attend.
Rainforest Dream - Ms. Johnson reported the Art in Public Places Committee
determined the final site of Rainforest Dream in the Rose Garden at Priest Point, in
the grassy area to the south of the arbor.
