CALL TO ORDER Chair Dobler called the meeting to order at 6:00 p.m. 1.A ROLL CALL Present: 6 - Chair Frederick Dobler, Vice Chair Jim Burlingame, Commissioner Kathryn Dorgan, Commissioner Rose Clifthorne, Commissioner Stacy Hicks and Commissioner Kathy Murray Absent: 1 - Commissioner Timothy Grisham 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 21-0009 Approval of December 10, 2020 Arts Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Commissioners shared information about past and upcoming arts events. Ms. Johnson shared information about Telephone of the Wind, installed at Priest Point Park. 6. BUSINESS ITEMS 21-0013 Approval of modifications to Call for Poet Laureate Commissioners reviewed the modified Call for Poet Laureate, line by line, and made edits as needed. Specifically, they recommended changing " Four applications must be received at a minimum for a jury process to take place" to "Four applications must be received for the selection process to go forward," for clarity. City of Olympia Page 1 Arts Commission Meeting Minutes January 14, 2021 Commissioner Hicks moved, seconded by Commissioner Dorgan, to approve the Call for Poet Laureate as amended. The motion passed unanimously. 21-0014 Armory: Creative Campus Presentation Program Specialist Angel Nava shared the Armory: Creative Campus presentation that she provided to City Council on December 8, 2020. The information was provided. 21-0032 Arts Month Discussion Commissioners engaged in discussion with Ms. Nava about the upcoming Arts Walk, and event adjustments needed in the time of COVID-19. Because of restrictions, the fall 2020 event became Arts Month, to ensure social distancing within participating venues. For the upcoming 2021 event, Commissioners expressed preference for an Arts Week, as they reflected the time frame of the fall event was so large that it felt unfocused. Ms. Nava noted development of the new Saffire event platform makes the timing of an Arts Week her preferred format as well. Following discussion, Commissioners asked about how traditional event posters would work with the online platform, and how we support event-goers without internet. Ms. Johnson will follow up with Ms. Nava. The discussion was completed. 21-0015 Review of Artist in Residence Work Plan Item With the working group of Commissioners Dorgan, Hicks and Murray, Ms. Johnson shared the high level concept for the Artist in Residence program structure, through the proposed Call for Artist in Residence (AIR). Modeled on the Art Crossings framework, staff would work through the City's Homeless Response Coordinator to establish the City-sponsored mitigation sites, housing communities and organizational partners who indicate interest in having an AIR. Staff would also meet with that community in advance, establishing their needs and goals for an AIR, which will help inform the Call for AIR. The City's Homeless Response Coordinator and a representative from the identified community would also serve on the jury, alongside a member of the Arts Commission. Commissioners spoke in favor of the concept, and the work group will continue to meet to work on the details. The discussion was completed. 21-0016 2021 Work Plan Commissioners reviewed their 2020 Work Plan and Municipal Art Plan in preparation for the development of 2021 documents. Staff will incorporate feedback received into draft planning documents for the February meeting. The discussion was completed. 7. REPORTS City of Olympia Page 2 Arts Commission Meeting Minutes January 14, 2021 21-0010 Policy and Program Recommendations to City Council No report. 21-0011 Arts Program Support Ms. Johnson shared City Council's approval of the Eastside St. Art Crossing concept plan and an update on the heron installation on West Bay Drive project.
