Call to Order and Roll Call (6:15 - 6:17) Present: 9- Co-Chair Anne Fritzel, Committee Member Brad Archbold, Committee Member Joe Ford, Committee Member Robert Kam, Committee Member Christina Lock, Committee Member Gail Wootan, Co-Chair Clark Gilman, Committee Member Brittany Yunker, and Kris Fransen Excused: 2 - Committee Member Scott Clifthorne, and Committee Member Jesse Dwyer 2. Approve Agenda (6:17 - 6:19) The agenda was approved as presented. 3. Approve Minutes (6:19 - 6:21) 13-0332 Approve March 27, 2013, Bicycle and Pedestrian Advisory Committee meeting minutes. The minutes were approved. 4. Public Comment (6:21 - 6:30) Mr. Peter Guttchen provided the Committee with two handouts on the Northeast Neighborhood's pathway projects. Mr. Jack Horton asked for support for the Northeast Neighborhood's pathway projects. Mr. Don Dinsmore provided comment about the proposed Puget bikeway. He discussed concerns about bicycles at the intersection of Jasper and Bethel. Mr. Daniel Einstein spoke about ongoing discussions with staff on alignment of the Woodward Avenue pathway. Mr. Jack Horton said funding from FEMA will be used to rebuild bridges along the Willapa Hills Trail. Announcements (6:30 - 6:40) Co-Chair Gilman reported the ride to Farmers Market was a great event to kick off the May Bicycle Commuter Contest. 6. Business Items (6:40 - 8:00) 6a. 13-0334 Neighborhood Pathways Program The Committee recommended the following projects be forwarded to Council for funding approval: - Scammell Avenue NW - pursue easements - Puget Street NE - sharrows to be discussed at a later date - Woodard Avenue NW The Committee would like staff to continue to explore: - 16th Avenue NE, alignment - ok to spend program money on this. - Central and Miller NE - have a conversation with staff on findings and report back at next BPAC meeting. In addition, the Committee asked that staff explore CFP funding ideas for the 26th Avenue NE project. Staff to meet with the Neighborhood Association to discuss/brainstorm ideas. Staff will then present predesign cost to BPAC. The Committee also provided the following comments: - Timeline was too short. - No substantive information was shared with BPAC on projects. - Projects were more complex than expected. - More information and review at preliminary state of applications. - Bring other staff into review to understand environmental permitting issues early. - More guidance to neighborhoods for the application process - ask about streams, slopes, etc. - Need more neighborhood associations involved. - Create a neighborhood and staff planning team - be more collaborative. Projects were recommended for funding approval and referred to the City Council. 7. Housekeeping - Next meeting, May 22 - CFP comments - Bike parking code update 8. Adjournment The meeting adjourned.
