1. Call to Order
The meeting was called to order at 6:19 p.m.

2. Approve Agenda
The agenda was revised to include a discussion on forming a subcommittee
for the Neighborhood Pathways Program and approved.
3. Approve Minutes
14-0080 Approve the November 20, 2013, Bicycle and Pedestrian Advisory
Committee meeting minutes.
The minutes were approved.
4. Public Comment - None
5. Announcements
Committee Member Wootan shared that The Evergreen State College is looking for
speakers for a conference in April on "Living in the Anthropocene".

Ms. Swanson shared the following:
The City was recently awarded an EPA grant for green design assistance for the
Capitol Way corridor. The goal is to design a streetscape that will reduce stormwater
runoff, improve access to businesses and the waterfront, and adapt to climate
change. CP&D is taking the lead and Stacy Ray will be at BPAC's March meeting to
talk about an action plan.
Staff is still working with Intercity Transit to see if they are willing to host the bike repair
stand at the Downtown Transit Center.
We recently purchased 500 bike helmets and new reflective straps with year-end
savings. These will be available to the public for free.
We put out the call for projects this week for the Neighborhood Pathways Program .
There will be an open house on March 5 in room 207 at City Hall.
6. Business Items
6a. 14-0081 Elect Co-Chairs or Chair and Vice Chair
Co-Chairs Anne Fritzel and Clark Gilman were elected as the 2014 co-Chairs.
The decision was approved.
6b. 14-0082 2014 Draft BPAC Work Plan
Ms. Swanson provided an update and overview of the committee's 2014 Work Plan.
The report was approved.
6c. 14-0083 Briefing on Comprehensive Plan Update
Ms. Stimson talked about how the committee could get their comments to Council.
Council will hold a Work Session on February 25 to lay out steps for their approval
process, which will include a Public Hearing.
Ms. Stimson encouraged the committee to review the changes the Olympia Planning
Commission recommends, and comments from staff on the Olympia Planning
Commission's draft.
A sub-committee (Committe Members Ford, Lock, Wootan, and co-Chair Fritzel) will
meet before the February 26 meeting to develop some draft recommendations.

7. Housekeeping
Ms. Stimson added an item to the agenda to develop a sub-committee for outreach
on the Neighborhood Pathways Program. The sub-committee includes co-Chair
Gilman and Committee Members Ford, Kam, and Clifthorne.
