1. CALL TO ORDER
The meeting was called to order at 6:18 p.m.

2. APPROVAL OF AGENDA
The agenda was approved as presented.
3. APPROVAL OF MINUTES
3a. 14-0300 Approve the February 12, 2014, Bicycle and Pedestrian Advisory
Committee meeting minutes.
The minutes were approved.

4. PUBLIC COMMENT - None
5. ANNOUNCEMENTS
David Rosen from Public Works Transportation gave an update on upcoming projects :
- Boulevard Road and 22nd Avenue Roundabout: Design is complete, construction
bids due April 3.
- 5th Avenue Overlay (Water Street to Capitol) including 8 bulbouts: Design is
complete, construction bids due March 28.
- State Avenue Overlay (Plum Street to Central): 90% on design, construct this
summer.
- 22nd Avenue Sidewalk (Cain Road to Boulevard): 60% on design, working with
property owners on alignment issues.
- Smart Corridors project: Work continues.
-City-wide Pedestrian Crossing Improvement projects (Capital Mall Drive at Archwood
and two on Harrison Avenue): Substantially complete.
- West Bay Drive Sidewalk (Brawne Avenue to Schneider Hill): Hearing on the
shoreline development permit April 28, construction planned for this summer.
To be built in Summer 2014

- State Avenue Overlay
- 5th Avenue Overlay
- 22nd Avenue Sidewalk
- West Bay Drive Sidewalk
Ms. Swanson shared the following:
- There is a minor schedule change. BPAC will have a meeting in August, but not
September.
- The subcommittee on the bike parking code is on hold until the interim building
official has had an opportunity to settle in.
- Thus far, we have received one Preliminary Application for the Neighborhood
Pathways Program. Please work with your neighbors or us to apply for a pathway
improvement by May 1.
- We have three outgoing members whose last meeting is tonight: Mr. Kam, Ms.
Wootan, and Mr. Clifthorne.
Ms. Fransen announced that Intercity Transit ridership was the second highest ever in
2013, with 5.4 million riders. She also shared that Intercity Transit will be looking to fill
positions on both their citizen advisory committee and the Transit Authority .
Co-chairs Gilman and Fritzel shared that they recently attended three Council
Committee meetings. We have five great BPAC applicants. During a discussion on
the Capital Facilities Plan, Co-chair Fritzel learned that other advisory committees are

interested in the work of BPAC. The General Government Committee felt BPAC's
work plan is right sized and is supported by Council.
6. BUSINESS ITEMS
6a. 14-0299 Review Projects for Grant Opportunities
Ms. Stimson gave a brief overview of the Pedestrian and Bicycle Program and the
Safe Routes to School Program grant opportunities.
After some discussion the committee recommends the following grant applications:
Pedestrian and Bicycle Program
- Fern Street Sidewalk from 9th Avenue to approximately 1105 Fern Street
- Design of the Eastside/22nd Avenue Sidewalk from Fir Street to Wheeler Avenue
Safe Routes to School Program
- Quince Street Sidewalk from Miller Avenue to the entrance of Reeves Middle School
6b. 14-0192 Comprehensive Plan Update Letter
The committee worked on refining their comments on the Planning Commission Draft
of the Comprehensive Plan update.
Staff reminded the committee that they will also have an opportunity to provide
comments on the Council's Public Hearing Draft.
6c. 14-0193 Bicycle Corridors Pilot Project
Ms. Stimson shared that she did not use the existing bike lane network in her
presentation on bicycle corridors last month, because these facilities are typically on
major streets, and are facilities that do not necessarily serve the "interested by
concerned" cyclists.
Members shared their experiences riding some of the initially proposed routes for
bicycle corridors.
After some discussion, a subcommittee was formed to furrther consider the
recommendations for a pilot project. The subcommittee members are Ms. Lock, Ms.
Fransen, Mr. Ford, and Ms. Yunker.
