New Member Orientation 1a. 14-0407 New Member Orientation New committee members David Coppley, Scott Morgan, and Aaron Pritchard were welcomed and oriented to the work of the committee. The orientation included an outline of the work BPAC has done in the past, the committee’s role as advisory to policy and program implementation, and several items on which the committee is asked to provide input on a regular basis. The information was provided. 2. Call to Order The meeting was called to order at 6:20 p.m. by Co-Chair Gilman. Approve Agenda Committee Member Ford moved, seconded by Committee Member Fransen, to approve the agenda. The motion carried by unanimous vote. 4. Approve Minutes 4a. 14-0408 Approve the March 26, 2014, Bicycle and Pedestrian Advisory Committee meeting minutes. Amendments were suggested to include clarification that the bike parking code is on hold until an interim building official has the opportunity to settle in . Co-Chair Fritzel moved, seconded by Committee Member Ford, to approve the minutes as amended. The motion carried by an unanimous vote. 5. Public Comment - None 6. Announcements Ms. Swanson shared the following: The Transportation Line of Business has hired Heather Reed as its new Program Assistant. She will be starting on May 1. The Thurston County Bicycle Commuter Contest is kicking off on May 1st. The City and Intercity Transit expect to install the Public Bike Repair Station at the Transit Center soon. The City received an innovation award from Feet First for the Neighborhood Pathways program. The deadline for preliminary applications for the second round of pathways grants is May 1. Next month the BPAC will receive a presentation on the Action Plan. The Regional Transportation Plan for Thurston County is undergoing an update . Ms. Swanson will send an e-mail to committee members in the next few days seeking input on that plan. 7. Business Items 7a. 14-0409 Introduction of New Members and Committee Rules City of Olympia Page 2 Bicycle and Pedestrian Advisory Meeting Minutes April 23, 2014 Committee Committee members introduced themselves. Michelle discussed committee rules and procedures, as well as the internal process of the committee. The committee may reopen the discussion of its internal process at a later date, after new members have had an opportunity to become accustomed to the process. The report was received. 7b. 14-0410 Scope of Sidewalk Riding and Skateboarding Referral In preparation for addressing the Council referral on biking and skateboarding on downtown sidewalks, committee members shared their perspective on what the scope of the report should include. Staff will take this into consideration when preparing the report. The report was received. 7c. 14-0193 Work Session on Bicycle Corridor Pilot Project At the March meeting, the committee formed a subcommittee to further explore bicycle corridor routes for the bicycle corridor pilot project. Since there was both time and interest at the April meeting for the whole committee to discuss the pilot routes , the subcommittee did not meet. Committee members broke up into three groups, westside, eastside, and southeast, to brainstorm bicycle corridor routes. After the small group discussions, the committee regrouped as a whole to share thoughts from the session. Many route-specific ideas were shared. In addition, some thoughts on the approach to bike corridors were also shared: * Emphasize wayfinding * Think about making these “family routes” * Emphasize destinations - where do people want to bike to? Suggestions: - Farmer’s Market - WET Center - San Francisco Street Bakery - Schools - Parks - Library - Woodland Trail - City Hall - Priest Point Park - Capitol Campus - Ralph’s - Children’s Museum * Consider partnering with local health agencies * Use bike corridors as an economic development tool * Make the Capitol Campus more accessible to bicyclists & pedestrians * Build awareness and education of these corridors.
