CALL TO ORDER The meeting was called to order at 6:20 p.m. by Co-Chair Anne Fritzel. 1.A ROLL CALL Present: 11 - Co-Chair Anne Fritzel, Co-Chair Clark Gilman, Committee Member David Coppley, Committee Member Joe Ford, Committee Member Kris Fransen, Committee Member Joel Hansen, Committee Member Christina Lock, Committee Member Scott Morgan, Committee Member Aaron Pritchard, Committee Member Greg Wahl, and Committee Member Brittany Yunker OTHERS PRESENT Jerry Parker, Olympia Planning Commission Liaison Mark Russell, Public Works Transportation Sophie Stimson, Public Works Transportation Michelle Swanson, Public Works Transportation Heather Reed, Public Works Transportation Dave Smith, Public Works Transportation Stacey Ray, Community Planning & Development 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 14-0531 Approval of April 23, 2014 BPAC Meeting Minutes Co-Chair Gilman moved, seconded by Committee Member Coppley, to approved the minutes . The motion carried by unanimous vote. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS City of Olympia Page 1 Bicycle and Pedestrian Advisory Meeting Minutes May 28, 2014 Committee Committee Member Yunker shared that the Eastside Neighborhood Association is sponsoring a Repair Café from 1 to 5 p.m. this Saturday. More information is available online. Ms. Swanson had the following announcements: * Heather Reed joins us as Transportation Program Assistant. Welcome! * A FixIt Station has been installed at Transit Center. Ms. Swanson thanked Committee Member Fransen for her help in coordinating the addition. * The Capital Stage Race -- A USA Cycling event -- is scheduled for Saturday. Event includes a time trial on Deschutes Parkway followed by a critirum on the Capital Campus. * Ms. Swanson updated the Committee on the Open Public Meetings Act training at the Washington Center on June 4, 2014. Members were advised not to discuss Committee business at the meeting, as the purpose of the meeting was solely to receive information. 6. BUSINESS ITEMS 6.A 14-0529 6 Year Transportation Improvement Program Report Transportation Engineer Dave Smith and Senior Planner Sophie Stimson presented the 2015-2020 Transportation Improvement Program Summary (TIP). Members were advised that if they wished to comment on the TIP, they could do so at the public hearing on June 17, 2014. The information was received. 6.B 14-0528 Comprehensive Plan and Action Plan Update Ms. Ray presented details on the status of the City’s updated Comprehensive Plan and the Action Plan, which is designed to aid the implementation of the Comprehensive Plan. The Action Plan is expected to be reviewed by Council shortly after the updated Comprehensive Plan is accepted, and the BPAC will have an opportunity to comment when a draft is released. Action Item - BPAC to review the Action Plan and provide feedback. The information was received. 6.C 14-0530 Bicycle Corridors Network Planning At the April meeting, the Committee brainstormed a network of routes for bike corridors. Staff mapped the member-suggested routes and destinations, adding a few routes as well. Staff provided maps of the routes to Committee Members and asked them to ride the routes and come prepared to the June meeting with feedback. Given City of Olympia Page 2 Bicycle and Pedestrian Advisory Meeting Minutes May 28, 2014 Committee the territory the routes covered, Members broke up into groups to cover different parts of the city. Staff will follow up by pulling data together to measure how the routes work relative to the design thresholds for low-stress facilities. The information was received. 7. HOUSEKEEPING * In June the Committee will review the Neighborhood Pathways application, discuss bike corridors and form a subcommittee to review the CFP. * The group will not meet in July or August. * The committee asked staff to post the BPAC Work Plan, White Paper and Helmet Law on the Member Resources web page. * Co-Chair Fritzel asked that all items for discussion be added to the agenda and included in the monthly packet. She asked that items for info-sharing be emailed to committee. Ms. Stimson and Ms. Swanson will ask Communications Manager Cathie Butler about advisory committee procedures. * The group asked staff to include all planned hand-outs in committee packets. 8.
