Chair Gilman called the meeting to order at 6:17 p.m.

2. APPROVAL OF AGENDA (6:17 - 6:19)
Ms. Swanson asked to modify the agenda to reflect a corrected date on an
attachment to Agenda Item 6B, "Hyperlink to Olympia City Council Video Recording
9.10.14" - the correct date of the video recording is 9.10.13.
The agenda was unanimously approved as amended.

Committee
Committee Member Morgan noted the League of American Bicyclists is holding a
National Bike Summit in Washington, D.C., in March 2015. The organization is taking
submissions for big ideas in bike advocacy. More information is available at
bikeleague.org.
Chair Gilman presented the BPAC's memorandum on the Capital Facilities Plan to
City Council on Tuesday, October 14. Committee Member Ford also attended. A
video is available on the City's website.
Committee Member Ford asked about the content of minutes as it relates to a record
of actions taken versus discussion. Ms. Swanson asked the group to put discussion
on parliamentary procedure on next month's agenda.
Ms. Swanson announced the Lodging Tax and Advisory Committee awarded $8,000
to Olympia to republish the Walking Map. The map will be updated and reprinted in
Spring 2015. Copies will be available at the City and at the Visitor and Convention
Bureau office, as well as other places around town.
6. BUSINESS ITEMS (6:40 - 8:05)
6a. 14-1023 2014 Neighborhood Pathways Full Proposal Review
Ms. Swanson introduced representatives from the Wildwood/Governor Stevens
Neighborhood Associations and Southwest Olympia Neighborhood Association,
attending to speak in support of their proposals and to answer the Committee's
questions. She noted that “The Link” Downtown Trail Pathway Proposal applicants
withdrew their application.
Ms. Swanson asked the group to consider both proposals, make funding
recommendations and present a final selection to Council in November. Oral
presentations were heard from Bob Jacobs and Alan Reichman (GSNA), Mary Beth
Lang (WNA) and Phil Cornell (SWONA).
Committee Member Lock moved, seconded by Committee Member Coppley,
to recommend to City Council that both projects be funded. The motion
passed unanimously.
6b. 14-1024 Council Referral on Sidewalk Biking & Skateboarding Downtown
Council requested that BPAC review ways to discourage people from riding bikes and
skateboards on downtown sidewalks. The Committee reviewed a report on the issue
that was prepared by staff. Councilmember Hankins suggested the Committee include
law enforcement in their discussion. Chair Gilman volunteered to draft a memo of the
group's ideas. The Committee may review that draft at the November meeting.
David Coppley moved, seconded by Committee Member Ford, to postpone
the recommendation until the November meeting. The motion passed
unanimously.
