Chair Lock called the meeting to order at 6:15 pm.

2. APPROVAL OF AGENDA
The agenda was approved.

3A. 16-1006 Approval of July 20, 2016 Bicycle Pedestrian Advisory Committee
Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT
Brad O'Brien spoke about the BPAC memorandum to Council for the 2017-2022
Preliminary Capital Facilities Plan (CFP).
5. ANNOUNCEMENTS
Mayor Pro Tem Jones, Chair Lock and Ms. Swanson made announcements.

6A. 16-1042 Briefing on update to Engineering Design and Development Standards
(EDDS)
Ms. Stimson briefed the Committee on the City's update to the EDDS.
The report was received.
6B. 16-1043 Discuss and Comment on 2017-2022 Preliminary Capital Facilities
Plan (CFP)
CFP Subcommittee Chair Coppley presented the subcommittee's draft memo for the
whole Committee to review and revise. Chair Lock will incorporate the Committee's
edits and draft the final memo, with staff's support.
The discussion was completed.
7. HOUSEKEEPING
7A. 16-1007 Housekeeping: Quick Reference Work Plan
Ms. Swanson briefed the Committee on their work plan.
Committee member Vleck moved to form a subcommittee to attend the
Downtown Strategy Workshop on October 29, 2016 and prepare comments on
transportation elements. The motion passed unanimously.
Vice Chair Coppley moved to appoint Jan Vleck as Chair of the subcommittee.
The motion passed unanimously.
Committee members Morgan, Yunker Carlson and Vleck, and Chair Lock volunteered
to attend the workshop. The subcommittee will present draft recommendations to
BPAC at the November 16, 2016 meeting.
The report was received.
8. ADJOURNMENT
The meeting was adjourned.
