ROLL CALL Present: 5- Mayor Stephen H. Buxbaum, Mayor Pro Tem Nathaniel Jones, Councilmember Julie Hankins, Councilmember Steve Langer and Councilmember Karen Rogers Excused: 2 - Councilmember Jim Cooper and Councilmember Jeannine Roe 1.A ANNOUNCEMENTS Mayor Buxbaum announced that this special meeting is for one Other Business item only regarding the change in schedule and process proposal for review of the Shoreline Master Program (SMP). 1.B APPROVAL OF AGENDA Councilmember Langer moved, seconded by Mayor Pro Tem Jones, to approve the agenda. The motion carried by the following vote: Aye: 5- Mayor Buxbaum, Mayor Pro Tem Jones, Councilmember Hankins, Councilmember Langer and Councilmember Rogers Excused: 2 - Councilmember Cooper and Councilmember Roe 2. SPECIAL RECOGNITION - None 3. PUBLIC COMMUNICATION Mr. Jeff Jaksich, 812 San Francisco Ave NE, said he has worked over the years to help make our community better. He said he is concerned about the budget process. He also noted two instances where staff have not followed Council direction in the Shoreline Master Program. He said he will be looking at how to consolidate interlocal agreements with government services. Washington Beer and Wine Distributors Association representative Michael Transue spoke in support of using a voluntary ban instead of going forward with implementing the alcohol impact area. Mr. Bob Jacobs, 720 Governor Stevens Ave, spoke of public involvement and referenced a Land & People magazine article regarding this. He said documents should be put in a form people can read and understand. City of Olympia Page 1 City Council Meeting Minutes June 4, 2013 Mr. Jim Reeves stated Olympia may be the site of a message from God. Mr. Kelly Wood said his firm represents some shoreline property owners, and some of these people are anxious to speak on the Shoreline Master Program during the public hearing. COUNCIL RESPONSE TO PUBLIC COMMUNICATION (Optional) Councilmember Rogers thanked Mr. Transue for speaking and said the Liquor Control Board will rule on this. She also thanked Mr. Jaksich for his comments. Mayor Pro Tem Jones clarified the proposed restriction in Mr. Transue's Memorandum of Understanding on single serve beverages to include the hours between 6:00 a.m. and 10:00 p.m. 4. CONSENT CALENDAR 4.A 13-0456 Approval of May 28, 2013 City Council Meeting Minutes The minutes were adopted. Approval of the Consent Agenda Councilmember Hankins moved, seconded by Mayor Pro Tem Jones, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 5- Mayor Buxbaum, Mayor Pro Tem Jones, Councilmember Hankins, Councilmember Langer and Councilmember Rogers Excused: 2 - Councilmember Cooper and Councilmember Roe 5. PUBLIC HEARING - None 6. OTHER BUSINESS 6.A 13-0463 Consideration of Change in Schedule and Possible Additional Process for Review of Shoreline Master Program Mayor Buxbaum posed the question as to whether there should be additional time for members of the public to comment on the Shoreline Master Program (SMP). Council Discussion: - Need a timeframe for the public to be able to assemble their own thoughts and bring them forward in an organized and useful manner. - The City should do a better job to explain what is in the current draft of the SMP. - The City should provide information and an interpretation on what is in the SMP. - The public needs to digest the information. - Don't drag it out too long. City of Olympia Page 2 City Council Meeting Minutes June 4, 2013 Mayor Buxbaum proposed moving the public hearing to either July 9 or July 16. However, he noted Mayor Pro Tem Jones will be gone July 16. He said he would like a unanimous agreement on the SMP. There was discussion about other elements that should be considered when finalizing the SMP, including the Comprehensive Plan, the Downtown Master Plan, and the Community Renewal Area. All these pieces feed into what kind of waterfront we have. Council agreed to hold the public hearing on July 9. Staff suggested two information sessions for the public to be held on the evenings of June 19 and 20. Council agreed and said these meetings should be between staff and the public only. These meetings will be to answer questions from the public and Council agreed that individuals should forward their questions to Community Planning and Development Director Keith Stahley no later than the close of business on June 14.
