COMMITTEE BUSINESS 2.A 14-0101 Approval of November 13, 2013 Ad Hoc Community Renewal Committee Meeting Minutes The minutes were approved as submitted. 2.B 14-0102 Approval of November 20, 2013 Ad Hoc Community Renewal Area Committee Meeting Minutes The minutes were approved as submitted. 2.C 14-0099 Ad Hoc Community Renewal Area (CRA) Committee Organizational Meeting Consider Meeting Schedules and Work Plan for 2014: Community Planning & Development (CP&D) Director Keith Stahley handed out the Community Renewal Area (CRA) Ad Hoc Committee 2014 work plan last updated January 28, 2014. Mr. Stahley notified the Committee that Ms. Juntunen will provide a draft Gant Chart at the February 12 Ad Hoc Committee meeting detailing the completion of a Community Renewal Area from today through the adoption of an ordinance . The goal is to have this finalized at the March 20 Ad Hoc Committee meeting for presentation to City Council on April 1. The Mayor stated he may be out of the country on March 20 and asked agenda items #3 and #4 be postponed until he can participate in the discussion at the April 17 meeting. Additionally, he would like to talk about other City of Olympia Page 1 City Council Meeting Minutes January 30, 2014 potential properties of interest under the CRA at the April meeting. Mr. Stahley shared he would like to talk about the proactive Lean approach in community development and the outcomes from the Lean Academy at the May 22 meeting. The June 12 meeting will be a joint meeting with the Planning Commission Finance Subcommittee to review the Economic Chapter of the Comprehensive Plan and consider their feedback. In July, the Ad Hoc Committee will begin the 2015 budget plan and consider the scope of the focus area planning. August through the end of 2014 will focus on drafting a CRA plan. The Committee approved the plan. Mr. Stahley stated he will complete a staff report for the February 11 Council meeting with a plan for approval. Status Report on Upcoming Citizens Advisory Committee and Property Owner Meetings: A meeting is scheduled with the isthmus property owners on February 6, 2014. As the consultant, Lorelei Juntunen from ECONorthwest is calling the meeting. This is an opportunity for the property owners to share concerns and interests with ECONorthwest before the Urban Design workshop. The property owners will also be invited to attend the workshop on April 12, 2014. Mayor Pro Tem Jones reminded the Ad Hoc Committee of the involvement of the State of Washington in the Heritage Park and Percival Landing improvements . The Mayor asked Mr. Stahley to review the history of the Local Improvement District and the State’s involvement. Mr. Stahley asked the Ad Hoc Committee if they want to consider including properties east of the “isthmus properties.” The Committee discussed this idea and decided to move forward with the currently identified properties and owners. Review Community Renewal Area Charter The Committee reviewed the charter. They agreed it met their expectations and felt it left room for flexibility based on needs and resources. They made one amendment adding the Committee will use Study Sessions as necessary to keep the full Council abreast of the Committee’s work. Consider Community Renewal Area Ad Hoc Committee Name City of Olympia Page 2 City Council Meeting Minutes January 30, 2014 The Committee brainstormed ideas and decided Community Economic & Revitalization Committee (CERC) would represent their focus in a proactive community development process with an interest in revitalization. Mayor Buxbaum shared he recently presented the five opportunity sites to the Economic Development Council (EDC). He suggested the sites are identified and displayed on the EDC webpage. Mayor Buxbaum asked Mr. Hall to investigate securing outside counsel to help the Council fully understand condemnation in relation to the CRA. He also suggested planning an Executive Session so everyone has the same information around condemnation. The discussion was completed. 3.
