ROLL CALL Present: 7 - Mayor Stephen H. Buxbaum, Mayor Pro Tem Nathaniel Jones, Councilmember Jim Cooper, Councilmember Julie Hankins, Councilmember Steve Langer, Councilmember Jeannine Roe and Councilmember Cheryl Selby 1.A ANNOUNCEMENTS Mayor Buxbaum announced the General Government Committee met earlier in the evening. 1.B APPROVAL OF AGENDA Councilmember Langer moved, seconded by Councilmember Hankins, to approve the agenda. The motion carried by the following vote: Aye: 7 - Mayor Buxbaum, Mayor Pro Tem Jones, Councilmember Cooper, Councilmember Hankins, Councilmember Langer, Councilmember Roe and Councilmember Selby 2. SPECIAL RECOGNITION 2.A 14-0264 Presentation by Garden Raised Bounty (GRuB) GRuB Executive Director Katie Rains provided background of GRuB and highlighted community garden accomplishments and projects. Capital High School student and GRuB participant Gaurre Shaw related how the GRuB project has helped him. The recognition was received. 2.B 14-0226 Special Recognition - Mission Creek Watershed Restoration Project Public Works Water Resources Biologist Michelle Stevie reviewed the project . She provided a history of the area and reviewed the progress of the restoration and the completed channel. The recognition was received. 3. PUBLIC COMMUNICATION City of Olympia Page 1 City Council Meeting Minutes March 18, 2014 Ms. Jessica Archer, with "Concerned Olympians," said she supports businesses to take back our City from drug users. She said the Council needs a plan to reclaim our City and to address the open air drug market and relentless panhandling. Ms. Lara Anderson, a business owner in the downtown, said she is concerned about safety in the downtown area and noted her business is down 40 percent compared to last year. She requested more police on the streets in the downtown. Mr. Joe Hyer, 1011 Legion Way SE, said he plans to start an incubator business for brick and mortar stores in downtown. COUNCIL RESPONSE TO PUBLIC COMMUNICATION (Optional) Councilmembers thanked speakers for their comments. 4. CONSENT CALENDAR 4.A 14-0231 Approval of February 25, 2014 Special Study Session Meeting Minutes The minutes were adopted. 4.B 14-0232 Approval of February 25, 2014 City Council Meeting Minutes The minutes were adopted. 4.C 14-0265 Approval of February 27, 2014 Special City Council Meeting Minutes The minutes were adopted. 4.D 14-0243 Approval of March 4, 2014 City Council Meeting Minutes The minutes were adopted. 4.E 14-0115 Approval of Lease Agreement Renewal for Little DaNang Restaurant (301 4th Ave W) The contract was adopted. 4.F 14-0225 Approval of Lease with Lacey Fire District 3 for Use of Storage and Self Contained Breathing Apparatus (SCBA) Building at the Fire Training Center The contract was adopted. 4.G 14-0138 Approval of a Utility Easement for Sanitary Sewer Odor and Corrosion Control Facility The contract was adopted. SECOND READINGS 4.I 14-0199 Approval of Appropriations Ordinance in the Amount of $142,200 for the Artesian Commons Fleet Parking Construction The ordinance was approved on second reading. FIRST READINGS 4.J 14-0227 Ordinance Adopting Findings of Fact and Conclusions of Law on the Briggs Village Master Plan Amendment The ordinance was approved on first reading and moved to second reading. Approval of the Consent Agenda Councilmember Hankins moved, seconded by Mayor Pro Tem Jones, to adopt the Consent Calendar. PUBLIC HEARING 5.A 14-0245 Approval of Boulevard Road/I-5 Area Annexation Ordinance Community Planning & Development (CP&D) Project Planner Gary Cooper provided an overview and background of the area, the reasons for annexation, the method used for the annexation, public outreach used to notify stakeholders, and monetary impacts to property owners. Discussion and questions included the following: - Great presentation - Lacey Fire District 3 is in agreement? Yes The public hearing was opened. Mr. Wayne Christensen, 1429 Dayton St SE, said he lives within the annexation area and is opposed to the annexation because his right to decide his destiny is usurped. Forest Cemetery Representative Teresa Goen-Burgman, 2501 Pacific Ave. SE, said she is opposed to annexation because property owners were not allowed to vote. City of Olympia Page 3 City Council Meeting Minutes March 18, 2014 Mr. Todd Zuchowski, 1909 11th Ave SE, said he did not see the cost to the homeowner for sewer hook-ups and asked if the City will offer low-interest loans for this. The public hearing was closed. Public Works Director Rich Hoey addressed the issue of sewer hook -up cost. He said the costs would be approximately $3,000 for the City hook-up and another charge for hook up to the LOTT. There are also financial incentives to change from septic to sewer. Councilmember Langer moved, seconded by Mayor Pro Tem Jones, to approve on first reading and forward to second reading the ordinance annexing to the City of Olympia approximately 205 acres lying contiguous to the City of Olympia and within the Olympia Urban Growth Area, referred to as the Boulevard/I-5 Annexation. The motion carried by the following vote: Aye: 7 - Mayor Buxbaum, Mayor Pro Tem Jones, Councilmember Cooper, Councilmember Hankins, Councilmember Langer, Councilmember Roe and Councilmember Selby 6. OTHER BUSINESS 6.A 14-0252 Consideration and Approval of April 5, 2014 Urban Design Workshop and Community Renewal Area Planning Process CP&D Director Keith Stahley provided an overview of the March 6 Joint Community and Economic Revitalization Committee (CERC) and Citizens Advisory Committee (CAC) meeting. He said the meeting was high energy and the 40+ attendees discussed various issues in four breakout groups. Mr. Stahley reviewed the parcels of interest, including Bayview Market, the Oyster House, and the fountain block. The meeting also included a Principles Exercise which resulted in the highest priority being to create a vibrant mixed-use area combining housing, retail, office, and park space. Mr. Stahley reviewed the proposed agenda for the Saturday, April 5, workshop and optional next steps with photo-simulations. He then reviewed the Community Renewal Area (CRA) process overview and timeline. After discussion, Council agreed to notice the April 5 workshop as a Special Study Session so other Councilmembers can attend. Councilmember Hankins moved, seconded by Councilmember Langer, to accept the proposed Urban Design Workshop process for April 5, 2014 and authorize staff and the consultant to proceed with the CRA planning process as described in Attachment 1. REPORTS AND REFERRALS 8.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmember Roe reported the General Government Committee held interviews for vacancies on various advisory boards. She reported highlights of the regular General Government Committee meeting held earlier this evening, and the March 13 Parking and Business Improvement Area meeting. Mayor Pro Tem Jones reported highlights of the March 5 Intercity Transit Authority Board and the March 7 Thurston Regional Planning Council meetings. Councilmember Hankins reported highlights of the Coalition of Neighborhood Associations meeting and the Visitor and Convention Bureau meeting . Councilmember Cooper reported highlights of the Olympic Region Clean Air Agency meeting and the two Finance Committee meetings held last week. Councilmember Langer reported he is now the President of the LOTT Clean Water Alliance Board. Mayor Buxbaum reported on the joint work session with the City of Tacoma , Pierce County, and Thurston County regarding IV drug use and the increase of heroin use . He noted there is no Council meeting next week and the next Council business meeting will be held April 1. 8.B CITY MANAGER'S REPORT AND REFERRALS City Manager Steve Hall reported the City received a $183,000 solar grant for City Hall which will require a $50,000 match. Mr. Hall also noted the City has received a request from Interfaith Works to extend the contract for a winter shelter for women through April. This will allow them to use the balance of the contract amount ($700) and they also requested an additional $1,465. Council agreed to the extension and additional funds. Mayor Buxbaum noted the City received the allocation notice from HUD for the CDBG $342,375 for this program year. He also noted Thurston County received $1,045,637 in CDBG resources as part of their formula funding as well as $600,713 for home resources.
