Buxbaum, Mayor Pro Tem Nathaniel Jones, Councilmember Jim Cooper, Councilmember Julie Hankins and Councilmember Cheryl Selby Excused: 2 - Councilmember Steve Langer and Councilmember Jeannine Roe 1.A ANNOUNCEMENTS - None 1.B APPROVAL OF AGENDA Mayor Buxbaum suggested adding a second item under Special Recognition regarding the Fire Ops 101 Training. Council agreed. Councilmember Hankins moved, seconded by Mayor Pro Tem Jones, to approve the agenda as amended. SPECIAL RECOGNITION 2.A 14-0502 Special Recognition of Police Department Employees, National Corrections Officer Week, and National Law Enforcement Week Deputy Police Chief Steve Nelson introduced this item. He shared information about the recipients of numerous awards. The recognition was received. 2.B 14-0522 Firefighter training Fire Lt. Mike Simmons recognized Councilmember Selby who attended the Fire Ops 101 training. He reviewed the six scenarios that were part of the training. Ms. Selby related her experience and said she thoroughly enjoyed it. She thanked Firefighter Steve Gibson who acted as her shadow throughout the training experience. PUBLIC COMMUNICATION Mr. Ron Nesbitt, former Olympia police officer, spoke of an incident he responded to in 2004. Ms. Roberta Loebs, Tumwater, said she spent 600 hours last year cleaning up litter around the City. She suggested the City repave some alleys in the downtown area. COUNCIL RESPONSE TO PUBLIC COMMUNICATION (Optional) - None 4. CONSENT CALENDAR 4.A 14-0477 Approval of May 6, 2014 City Council Meeting Minutes The minutes were adopted. 4.B 14-0248 Approval of Bid Award for Olympia Woodland Trail/Woodard Creek Culvert Improvements The decision was adopted. 4. SECOND READINGS 4.C 14-0354 Approval of Appropriation Ordinance in the Amount of $200,000 from the New City Hall Project Fund for Police Annex Demolition and Justice Center Remodel The ordinance was adopted on second reading. 4.D 14-0359 Approval of Ordinance Appropriating $233,070 for the Installation of Solar Panels on City Hall The ordinance was adopted on second reading. 4. FIRST READINGS - None Approval of the Consent Agenda Mayor Pro Tem Jones moved, seconded by Councilmember Hankins, to adopt the Consent Calendar. OTHER BUSINESS 6.A 14-0487 Approval of Percival Plinth Project Sculpture Recommendation 2014 Arts and Events Program Manager Stephanie Johnson and Arts Commission Chair Trent Hart reviewed the 13 Percival Plinth sculpture recommendations. One alternate was also noted. Mr. Hart said the 2013 plinths will come down the week of June 9 and the new ones will be put up the week of July 7. He invited the Council to attend the kick-off of the new artwork on Friday, July 25, at the Harbor House. Councilmember Hankins moved, seconded by Councilmember Selby, to approve the recommended 13 sculptures and one alternate for exhibition along Percival Landing for up to one year starting July, 2014. The motion carried by the following vote: Aye: 5 - Mayor Buxbaum, Mayor Pro Tem Jones, Councilmember Cooper, Councilmember Hankins and Councilmember Selby Excused: 2 - Councilmember Langer and Councilmember Roe 6.B 14-0489 Approval to Schedule Public Hearing on the Community Development Block Grant - Program Year 2014 Action Plan Housing Program Manager Anna Schlecht introduced this item. She said the General Government Committee recommended the projects listed in Attachment 1 for 2014 CDBG program. She said the Council is also asked to consider extending the 1-year certification period to a 3-year certification period. Ms. Schlecht then reviewed the 2014 timeline. Community Planning and Development Deputy Director Leonard Bauer reviewed the action plan allocations as recommended by the General Government Committee. National Development Council Director Michelle Morlan reviewed the Grow America Fund and how it operates. Downtown Liaison Brian Wilson reviewed Crime Prevention Through Environmental Design (CPTED), which is a practice to make areas safer. He said the Downtown Project 3 assembled a group of interested individuals who walked each block of downtown to itemize and identify problems which would be CDBG eligible projects. Councilmember Cooper moved, seconded by Councilmember Hankins, to direct staff to schedule a thirty-day public comment period, including a public hearing, on: 1. The draft Program Year 2014 (PY2104) Community Development Block Grant (CDBG) Action Plan projects included in Attachment 1. 2. Extending the City's CDBG certification period from one year to three years. Council concurred to direct staff to include the recommendations listed in Attachments 1-3 in a City Council public hearing draft of the Olympia Comprehensive Plan and proceed to tentatively schedule a public hearing for July 22. 7. CONTINUED PUBLIC COMMUNICATION - None 8. REPORTS AND REFERRALS 8.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Mayor Pro Tem Jones provided highlights of the Intercity Transit Authority Board meeting of May 7, the funeral of Nisqually Tribal leader Billy Frank Jr., the Martin Way corridor meeting, and the annual meeting of the Thurston County Chamber of Commerce. Councilmember Selby provided highlights of the HOME Consortium, the Transportation Policy Board, and the Thurston County Law and Justice Council meetings. Mayor Buxbaum asked the Council as a whole to make a recommendation to the HOME Consortium on allocation of funds. Councilmember Cooper reported on highlights of the Finance Committee and the General Government Committee meetings. Councilmember Hankins reported on highlights of the TCCOM 911 meeting. Mayor Buxbaum reported on highlights of the Economic Development Council Board meeting, the Community Economic and Revitalization Committee, and the joint meeting of the Community Economic and Revitalization Committee and Citizen Advisory Committee meetings. 8.B CITY MANAGER'S REPORT AND REFERRALS City Manager Steve Hall noted the Capital City Marathon was held this past weekend and he thanked all City departments that helped make this a successful event.
