ROLL CALL Present: 7 - Mayor Stephen H. Buxbaum, Mayor Pro Tem Nathaniel Jones, Councilmember Jim Cooper, Councilmember Julie Hankins, Councilmember Steve Langer, Councilmember Jeannine Roe and Councilmember Cheryl Selby 1.A ANNOUNCEMENTS - None 1.B APPROVAL OF AGENDA The agenda was approved. 2. SPECIAL RECOGNITION - None 3. PUBLIC COMMUNICATION Mr. Ron Nesbitt spoke about the black community. Mr. Jim Reeves spoke of an upcoming natural disaster. Mr. Stephen Bylsma said he discovered the Wells Town Home proposal on Dickinson St. will obliterate or disturb a colony of great Blue Herons. He proposed a moratorium on this development. Mr. Keith Dublanica, 1516 Langridge Ave NW, requested the Council postpone any decisions on the Wells Town Home development in order to conduct an environmental assessment. Mr. Martin Zerbock, Lilly Road, said he supports development of the building across from Bayview Market as well as the property along East Bay Drive. He said the City needs to be more business friendly. COUNCIL RESPONSE TO PUBLIC COMMUNICATION (Optional) Community Planning & Development Deputy Director Leonard Bauer responded to the Blue Heron issue. He said the City received a short plat on this in April and subsequently held a neighborhood meeting. No permit has been issued. He said staff is aware of the herons and is working with Fish and Wildlife on this issue . CONSENT CALENDAR 4.A 14-0567 Approval of May 27, 2014 City Council Meeting Minutes The minutes were adopted. 4.B 14-0575 Bills and Payroll Certification Payroll check numbers 86985 through 870100 and Direct Deposit transmissions: Total: $6,794,864.41; Claim check numbers 346340 through 347867 and 3447868: Total: $6,806,540.84. The decision was adopted. 4.C 14-0396 Approval of Interlocal Agreement with Snohomish County for Natural Yard Care Public Outreach and Evaluation Program The contract was adopted. 4.D 14-0488 Approval of Resolution Authorizing Participation in the Local Government Investment Pool The resolution was adopted. 4.E 14-0525 Approval of Stephens Quiet Title Action Regarding an Unopened Street (2103 Beacon Street) The decision was adopted. 4.F 14-0536 Approval of a Transportation Improvement Board Grant Agreement for the Boulevard Road and Morse-Merryman Roundabout Project The contract was adopted. 4.G 14-0561 Approval of Community Forestry Assistance Grant Interagency Agreement with the Washington State Department of Natural Resources The contract was adopted. 4. SECOND READINGS - None 4. FIRST READINGS 4.H 14-0546 Approval of Amendment to Ordinance 6903 (Operating Budget) The ordinance was approved on first reading and moved to second reading. Approval of the Consent Agenda Councilmember Langer moved, seconded by Councilmember Hankins, to adopt the Consent Calendar. PUBLIC HEARING 5.A 14-0566 Public Hearing on the Community Development Block Grant (CDBG) - Program Year (PY) 2014 Action Plan Housing Program Manager Anna Schlecht introduced this item and said this is the second year of the five-year program. She reviewed the proposed CDBG-funded activities. The public hearing was opened. Director of the Economic Development Council Michael Cade of 3526 Hoilday Dr. SE said he strongly supports this program. Executive Director of the Thurston County Chamber David Schaffert of 809 Legion said the Chamber of Commerce is very supportive of this plan. Chair of the Olympia Capitol Park Foundation Jerry Reilly thanked the Council for their work on the future isthmus park. He urged the Council to support this plan. The public hearing was closed. The public hearing was held and closed. Public comment will remain open until 5:00 p.m. July 2. 6. OTHER BUSINESS City of Olympia Page 3 City Council Meeting Minutes June 10, 2014 6.A 14-0537 Approval of Consultant Agreement with Parametrix Regarding West Olympia Interchange Justification Report Transportation Engineering & Planning Manager Randy Wesselman, provided background on this item and shared illustrations of proposed future ramps. He then reviewed the process and outcomes and said the timeline to complete the report will be 18 to 24 months. He said a Request for Qualifications was issued in early 2014 and two consulting teams were interviewed. Staff selected the team of Parametrix and SCJ Alliance. Questions and comments included the following: 1. How much will be collected in impact fees? Over 1 million for all projects. 2. How much will this cost the City? More than $26 million. 3. Does the City already own easements for this? Some property is in the State right-of-way, and some rights-of-way purchases will be required along I-5. 4. Public involvement will be part of the scoping process. 5. The Council will continue to be updated. 6. Comments and concerns from the 2010 study will be included in this. 7. Does the Comprehensive Plan recognize this? The Comprehensive Plan is leading this. Councilmember Cooper moved, seconded by Councilmember Selby, to approve and authorize the City Manager to sign the consultant agreement with Parametrix to complete the West Olympia Interchange Justification Report. The motion carried by the following vote: Aye: 7 - Mayor Buxbaum, Mayor Pro Tem Jones, Councilmember Cooper, Councilmember Hankins, Councilmember Langer, Councilmember Roe and Councilmember Selby 6.B 14-0559 Approval of Recommendation to Expand the Community Renewal Area Scope of Work with ECONorthwest; Direction to Staff to Decline a $200,000 Recreation and Conservation Office (RCO) Grant; and Guidance on Next Steps in the Community Renewal Area Process Community Planning and Development Director Keith Stahley reviewed the work done by the Citizens Advisory Committee and citizens who participated in the workshop and the outcomes. Parks, Arts and Recreation Director Paul Simmons highlighted the many funding strategies used to fund the isthmus parcels. He said the Recreation and Conservation Office (RCO) grant for $200,000 has many requirements tied to it. Based on these restrictions, staff is recommending to turn back this grant in order to allow more flexibility. Councilmember Selby said she was not happy with the public outreach to date and is uncomfortable providing more money to this. City of Olympia Page 4 City Council Meeting Minutes June 10, 2014 Councilmember Roe read an email from Mr. Jerry Reilly recommending that the Council not reject the RCO grant until there is community conversation about this. She said she agrees with his comments. Mr. Simmons said there are restrictions on the conservation futures money, but these are not as strict as the RCO grant money. Mayor Buxbaum said he would still like to see the State as a full investor in the isthmus. Councilmember Cooper asked for a timeline for a Community Renewal Plan. Mayor Buxbaum said that was requested at the last CERC meeting. Councilmember Langer moved, seconded by Councilmember Hankins, to expand the scope of work with ECONorthwest, and direct staff to decline the $200,000 RCO Grant. CONTINUED PUBLIC COMMUNICATION - None 8. REPORTS AND REFERRALS 8.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmember Langer reported he and City Manager Steve Hall gave a presentation to Kiwanis on Monday regarding the Downtown Plan. He reported on highlights of the Land Use and Environment Committee. Councilmember Selby reported on highlights of the Utility Advisory Committee meeting and her attendance at an event honoring Steve Bean and Fred Goldberg. She also reported she attended the event at the Family Support Center last night. Councilmember Cooper provided highlights of the LEOFF I Board meeting. He asked for a referral to the General Government Committee to discuss the issue of how to have a better dialogue with the public. Councilmember Hankins noted the Family Support Center will open on June 28. Mayor Pro Tem Jones reported on highlights of the Intercity Transit Authority Board meeting, the June 4 event at The Washington Center regarding the Open Public Meetings Act, the Parks and Recreation Advisory Board meeting, the Thurston Regional Planning Council meeting, and the Coalition of Neighborhood Associations meeting. He noted the Sustainable Thurston Plan received the Governor's Smart Communities award. City of Olympia Page 5 City Council Meeting Minutes June 10, 2014 Councilmember Roe reported on highlights of the HOME Consortium meeting and the Community Investment Partnership meeting. Mayor Buxbaum reported the Governor's Smart Communities award will be presented at the AWC Conference on June 20. He suggested a mid-year retreat and instead of having a consultant, each Councilmember can submit items of interest to the City Manager for discussion. The time and date will be discussed at a future agenda meeting. Mayor Buxbaum said the City will schedule an event on September 6 with the Nisqually Tribal Council to recognize the work done on the McAllister Wellfields . He suggested a dinner be held at the old pumphouse on September 5. 8.B CITY MANAGER'S REPORT AND REFERRALS Mr. Hall reported the 5th Avenue paving project will begin tomorrow. He also noted that in anticipation of the July 22 public hearing on the Comprehensive Plan, two public workshops will be held on July 9 and 10. Council agreed they will not attend the workshops. 9.
