Special Council Meeting
1. ROLL CALL
Present: 7 - Mayor Stephen H. Buxbaum, Mayor Pro Tem Nathaniel Jones,
Councilmember Jim Cooper, Councilmember Julie Hankins,
Councilmember Steve Langer, Councilmember Jeannine Roe and
Councilmember Cheryl Selby
1.A ANNOUNCEMENTS
Mayor Buxbaum announced the Council met earlier in Special Study Session to
discuss Community Renewal Areas.
Mayor Buxbaum announced Bruce Reeves died April 6 at the age of 96. He was an
advocate for senior citizens and people in poverty.
1.B APPROVAL OF AGENDA
Councilmember Langer moved, seconded by Councilmember Hankins, to
approve this and future agendas to meld Item 2 (Public Communication for
Consent Calendar items) and Item 4 (Continued Public Communication - for
issues other than Consent Calendar items) into a single Public
Communications item before the Consent Calendar. The motion carried by
the following vote, and the agenda was approved as amended:

Councilmember Hankins, Councilmember Langer, Councilmember
Roe and Councilmember Selby
2. PUBLIC COMMUNICATION - For Consent Calender Items
Christophe Allen, Tom Allen, Rachel Friedman, and Cherie Reeves Sperr spoke.
COUNCIL RESPONSE TO PUBLIC COMMUNICATION (Optional)
City Manager Steve Hall responded to comments regarding the former WSDOT site,
which is the site of the future LIHI development. He explained the City has cleaned
the site and all contaminants have reached levels of acceptability. Three groundwater
wells near the Allen property are still contaminated and WSDOT will need to provide
funding to clean up the final sites.

The decision was adopted.
3.C 15-0350 Approval of Intergovernmental Agreement for Law Enforcement
Management Systems (LERMS) System Administrator
The contract was adopted.
3.D 15-0373 Approval of a Real Estate Purchase and Sale Agreement with the Low
Income Housing Institute, Inc. (LIHI) for Property Located at 318 State
Ave
The contract was adopted.
3. SECOND READINGS
3.E 15-0310 Approval of Amendment to Ordinance 6947 (Operating Budget)
The ordinance was adopted on second reading.
3.F 15-0311 Approval of Amendment to Ordinance 6946 (Capital Budget)
The ordinance was adopted on second reading.
3.G 15-0320 Approval of Ordinance Extending for an Additional Six Months the
Moratorium on Medical Marijuana Collective Gardens and Other
Cannabis Related Uses Not Addressed by I-502
The ordinance was adopted on second reading.
3. FIRST READINGS
3.H 15-0352 Approval of Appropriations Ordinance in the Amount of $65,476 for
Law Enforcement Records Management System (LERMS)

The ordinance was approved on first reading and moved to second reading.

Councilmember Langer moved, seconded by Councilmember Hankins, to
adopt the Consent Calendar. The motion carried by the following vote:

Councilmembers reported on committees and events they attended.
5.B CITY MANAGER'S REPORT AND REFERRALS
Public Works Director Rich Hoey shared pictures of the site of the former Housing
Authority Building. The building is now razed and the site has been cleared. The
Construction Company will demobilize in the next few days and the site will be
reopened for parking. Mr. Hoey said the second building should be demolished in
August or September.
6. EXECUTIVE SESSION
Mayor Buxbaum recessed the meeting at 8:47 p.m. and said the Council will
reconvene in Executive Session at 8:57 p.m. to discuss a real estate matter. No
decisions will be made, the Executive Session will last no longer than 90 minutes, and
the Council will adjourn directly from the Executive Session. Staff in attendance
included City Manager Steve Hall, Assistant City Manager Jay Burney, City Attorney
Mark Barber, Deputy City Attorney Darren Nienaber, Parks, Arts and Recreation
Director Paul Simmons, Public Works Director Rich Hoey, Transportation Division
Director Mark Russell, and CP&D Director Keith Stahley.
7. ADJOURNMENT
The meeting was adjourned from Executive Session at 10:00 p.m.
