Buxbaum, Councilmember Jim Cooper, Councilmember Julie Hankins, Councilmember Steve Langer, Councilmember Jeannine Roe and Councilmember Cheryl Selby Excused: 1 - Mayor Pro Tem Nathaniel Jones 1.A ANNOUNCEMENTS Councilmembers recognized Executive Secretary Mary Nolan, who will be retiring September 30, for her 25 years of service to the City and numerous Councilmembers. 1.B APPROVAL OF AGENDA The agenda was approved. 2. SPECIAL RECOGNITION - None 3. PUBLIC COMMUNICATION The following people spoke: Grace Slater, Tom Schrader and Ron Nesbitt. 4. CONSENT CALENDAR 4.A 15-0914 Approval of September 15, 2015 City Council Meeting Minutes The minutes were adopted. 4.B 15-0832 Approval of Interagency Agreement Between the Washington Department of Ecology and the City of Olympia for Washington Conservation Corp (WCC) Services The decision was adopted. 4. SECOND READINGS 4.C 15-0868 Amendment to Ordinance 6963 (Operating Budget) The ordinance was adopted on second reading. City of Olympia Page 1 City Council Meeting Minutes September 22, 2015 4.D 15-0870 Amendment to Ordinance 6964 (Capital Budget) The ordinance was adopted on second reading. 4.E 15-0869 Amendment to Ordinance 6965 (Special Funds) The ordinance was adopted on second reading. 4. FIRST READINGS - None Approval of the Consent Agenda Councilmember Langer moved, seconded by Councilmember Hankins, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 6 - Mayor Buxbaum, Councilmember Cooper, Councilmember Hankins, Councilmember Langer, Councilmember Roe and Councilmember Selby Excused: 1 - Mayor Pro Tem Jones 5. PUBLIC HEARING 5.A 15-0886 Public Hearing - The Extension of the Moratorium on Marijuana Establishments Code Enforcement Officer Chris Grabowski reviewed the issue. He noted this six month extension will not get us through to the July 1 date, but extensions can only be done in six month increments. He said the Liquor and Cannabis Board timeline is to have its rules in place by the end of December. Mr. Grabowski then explained the change from collective gardens to cooperative gardens. The public hearing was opened at 7:35 p.m. No one spoke and the public hearing was closed. Councilmember Cooper moved, seconded by Councilmember Hankins, to approve the ordinance extending the moratorium on medical marijuana collective gardens and other cannabis-related uses not licensed by Washington State for an additional six months on first reading and forward to second reading. The motion carried by the following vote: 6. OTHER BUSINESS 6.A 15-0873 Approval of Percival Plinth Project People’s Choice Award 2015 Arts and Events Manager Stephanie Johnson reviewed the program. Art in Public Places Committee Chair Diana Fairbanks announced the winner to be Olympia Oyster by Colleen Cotey. Councilmember Langer noted that because of its fragile nature, consideration should be made to installing it inside, perhaps near a window. City of Olympia Page 2 City Council Meeting Minutes September 22, 2015 Councilmember Langer moved, seconded by Councilmember Hankins, to approve the Arts Commission recommendation to purchase Olympia Oyster by Colleen R. Cotey as the 2015 People's Choice Award. The motion carried by the following vote: Aye: 6 - Mayor Buxbaum, Councilmember Cooper, Councilmember Hankins, Councilmember Langer, Councilmember Roe and Councilmember Selby Excused: 1 - Mayor Pro Tem Jones 6.B 15-0884 Authorization of Hulbert Notice of Intent to Annex Current Planning Services Manager Tim Smith provided background and detail on the proposed annexation. Comments made included: - The Land Use & Environment Committee supports the annexation. - The Fire District has no concerns with the annexation. The decision was approved. 7. CONTINUED PUBLIC COMMUNICATION - None 8. REPORTS AND REFERRALS 8.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meetings and events they attended. 8.B CITY MANAGER'S REPORT AND REFERRALS Mr. Hall reported on the following: 1. Bids for demolition of the old County health building came in lower than estimated. 2. Downtown Liaison Brian Wilson accepted a job with the State of Alaska and his last day will be October 6. 3. He received a flyer tonight regarding an event on September 26 concerning minimum wages. 4. Both he and Assistant City Manager Jay Burney will be out next week; Administrative Services Director Jane Kirkemo will be the Acting City Manager. 9.
