Present: 6 - Mayor Stephen H. Buxbaum, Councilmember Jim Cooper,
Councilmember Julie Hankins, Councilmember Steve Langer,
Councilmember Jeannine Roe and Councilmember Cheryl Selby
Excused: 1 - Mayor Pro Tem Nathaniel Jones
1.A ANNOUNCEMENTS
The Council met in Closed Session at 5:30 p.m. to discuss labor negotiations. No
decisions were made. Those present included Mayor Buxbaum, Councilmembers
Cooper, Langer, Hankins, Selby, and Roe. In addition the City Manager, Assistant
City Manager, Assistant City Attorney, and Administratives Services Director were
present. The Closed Session adjourned at 6:00 p.m.
1.B APPROVAL OF AGENDA
The agenda was approved.
2. SPECIAL RECOGNITION - None
3. PUBLIC COMMUNICATION
The following people spoke: Maria Ruth, Bonnie Jacobs, Daniel Einstein, Bob
Wadsworth, Ron Nesbitt, and Jim Lazar.
4. CONSENT CALENDAR
Mayor Buxbaum pulled Item 4C for action following the Consent Calendar.
4.A 15-1112 Approval of November 10, 2015 Meeting Minutes
The minutes were adopted.
4.B 15-1055 Approval of McAllister Wellfield Water Right and Easement
Agreements with the Nisqually Tribe
The decision was adopted.

The ordinance was approved on first reading and moved to second reading.

The ordinance was approved on first reading and moved to second reading.
Approval of the Consent Agenda
Councilmember Langer moved, seconded by Councilmember Hankins, to
adopt the Consent Calendar except Item 4C. The motion carried by the
following vote:

4.C 15-1076 Adoption of Council Resolution Declaring a Substantial Need for
Property Tax
Mayor Buxbaum noted this resolution must pass with a super majority.
Councilmember Langer moved, seconded by Councilmember Hankins, to
adopt the resolution. The motion carried by the following vote:

5. PUBLIC HEARING
5.A 15-0130 Public Hearing on the 2017-2022 Six-year Transportation
Improvement Program
Transportation Project Engineer David Smith presented the six-year Transportation
Improvement Program for 2017 - 2022.
Mayor Buxbaum opened the public hearing at 7:41 p.m.

The public hearing was closed at 7:51 p.m.
The public hearing was held and closed. Mayor Buxbaum announced written
comment will be accepted until Thursday, November 19 at 5:00 p.m.
5.B 15-0956 Public Hearing on the 2016-2021 Capital Facilities Plan (CFP)
Administrative Services Director Jane Kirkemo gave an overview of the 2016-2021
Capital Facilities Plan (CFP).
Mayor Buxbaum opened the public hearing at 8:01 p.m.
The following people spoke: Jim Lazar, Karen Messmer, and Bob Jacobs.
The public hearing was closed at 8:10 p.m.
The public hearing was held and closed. Mayor Buxbaum announced
written comment will be accepted until Thursday, November 19 at 5:00 p.m.
5.C 15-1075 Public Hearing and 1st Reading of the 2016 Ad Valorem Tax
Ordinance
Administrative Services Director Jane Kirkemo reviewed the 2016 Ad Valorem Tax
Ordinance.
Mayor Buxbaum opened the public hearing at 8:16 p.m.
The following person spoke: Bob Jacobs.
The public hearing was closed at 8:18 p.m.
Councilmember Cooper moved, seconded by Councilmember Langer, to
approve the ordinance on first reading and forward to second reading.

5.D 15-1084 Public Hearing on the 2016 City of Olympia Operating Budget
Administrative Services Director Jane Kirkemo reviewed the 2016 operating budget.
Mayor Buxbaum opened the public hearing at 8:29 p.m.
The following people spoke: Mark Fouch, Leslie Cushman, Sharon Holley, Mary
Corso, Connie Phegley, Karin Olsen, Dr. Karen Johnson, Vida Zvirzdys-Farler,
Jeannine Kempees, Kim Murillo, Lily (no last name given), Caitlin Krenn, Bob Jacobs,

The public hearing was closed at 9:06 p.m.
Mayor Buxbaum thanked speakers for their thoughtful comments and positive
involvement in this process.

6.A 15-1083 Review of Draft 2016 Parks, Arts and Recreation Plan
Associate Planner Jonathon Turlove presented on the draft 2016 Olympia Parks, Arts
and Recreation Plan. Councilmembers asked clarifying questions.
The report was received.

3. PUBLIC COMMUNICATION
(Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.)
During this portion of the meeting, citizens may address the City Council regarding items related to City
business, including items on the Agenda. In order for the City Council to maintain impartiality and the
appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political
campaigns, speakers will not be permitted to make public comments before the Council in these three
areas: (1) on agenda items for which the City Council either held a Public Hearing in the last 45 days,
or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a matter on
which the City Council will be required to act in a quasi-judicial capacity, or (3) where the speaker
promotes or opposes a candidate for public office or a ballot measure.
Individual comments are limited to three (3) minutes or less. In order to hear as many people as
possible during the 30-minutes set aside for Public Communication, the City Council will refrain from
commenting on individual remarks until all public comment has been taken. The City Council will allow
for additional public comment to be taken at the end of the meeting for those who signed up at the
beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
