2.A 15-1142 Special Recognition - Oly Town Artesians Semiprofessional Indoor
Soccer Team
The recognition was received.
3. PUBLIC COMMUNICATION
The following people spoke: Bradley Andrews, Dr. Karen A. Johnson, Bob Jacobs,
and Lee Montecucco.
COUNCIL RESPONSE TO PUBLIC COMMUNICATION (Optional)
Councilmembers discussed approval of a resolution in support of Syrian refugees.
Mayor Buxbaum stated he would work with staff to draft a resolution to bring forward
promptly.

The minutes were adopted.

The decision was adopted.

4.C 15-1075 Second reading of the 2016 Ad Valorem Tax Ordinance
The ordinance was adopted on second reading.
4.D 15-1077 Approval of Ordinance to Create a Development Fee Revenue Fund
The ordinance was adopted on second reading.
4.E 15-1078 Approval of Ordinance to Create a Parking Fund
The ordinance was adopted on second reading.
4. FIRST READINGS
4.F 15-0997 Approval of Ordinance Adopting the 2015 Engineering Design &
Development Standards Update on First Reading
The ordinance was approved on first reading and moved to second reading.
Approval of the Consent Agenda
Councilmember Langer moved, seconded by Councilmember Hankins, to
adopt the Consent Calendar. The motion carried by the following vote:

Councilmember Hankins, Councilmember Langer, Councilmember
Roe and Councilmember Selby

6.A 15-1128 Continued Discussion on the 2016 Operating Budget and 2016-2021
Capital Facilities Plan (CFP) to Conclude with Balancing of the
Operating Budget
City Manager Steve Hall briefly introduced the 2016 budget. He noted it is important
to look ahead at 2017 before making decisions for 2016. He recommended one-time
funding should not fund ongoing costs, the Council should focus on core services, and
not direct funding to outside agencies.
Councilmember Cooper discussed budget requests under specific topic areas - Stay
Tuned, Now and Easy, Needs More Information, and Tough Choices. He reviewed
revenue options and the 2016 finance proposal.

Police Chief Ronnie Roberts reviewed Olympia Police Department training needs for
2016 - 2021. Councilmembers asked clarifying questions. Mayor Buxbaum
discussed giving consideration to create a dedicated Police training fund.
Discussion and review of the budget continued. It was agreed first reading of budget
ordinances will be moved to the next Council Meeting.
The discussion was completed.

During this portion of the meeting, citizens may address the City Council regarding items related to City
business, including items on the Agenda. In order for the City Council to maintain impartiality and the
appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political
campaigns, speakers will not be permitted to make public comments before the Council in these three
areas: (1) on agenda items for which the City Council either held a Public Hearing in the last 45 days,
or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a matter on
which the City Council will be required to act in a quasi-judicial capacity, or (3) where the speaker
promotes or opposes a candidate for public office or a ballot measure.
Individual comments are limited to three (3) minutes or less. In order to hear as many people as
possible during the 30-minutes set aside for Public Communication, the City Council will refrain from
commenting on individual remarks until all public comment has been taken. The City Council will allow
for additional public comment to be taken at the end of the meeting for those who signed up at the
beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
