1.A ANNOUNCEMENTS
Mayor Selby announced the City Council met earlier in Study Session at 5:30 p.m. to
receive an update on the City's building safety and code enforcement programs.
1.B APPROVAL OF AGENDA
The agenda was approved.
2. SPECIAL RECOGNITION - None
3. PUBLIC COMMUNICATION
The following people spoke: Jon Pettit, Daniel Einstein, Jim Reeves, Lee
Montecucco, and Jack Horton.
COUNCIL RESPONSE TO PUBLIC COMMUNICATION (Optional)
City Manager Steve Hall followed up on an issue regarding the cost of licenses for
small businesses. City Attorney Mark Barber followed up on an issue of real estate
acquisitions and appraisals. Mayor Selby followed up on a question regarding the
relicensing of her business.
4. CONSENT CALENDAR
Councilmember Roe pulled 4D from the Consent Calendar.
4.A 16-0042 Approval of January 4, 2016 Special Joint Council Meeting with District
22 Legislators Minutes
The minutes were adopted.

4.F 16-0003 Approval of an Appropriation Ordinance in the Amount Of $203,200 for
the Quince Street Sidewalk Project
The ordinance was adopted on second reading.
4.G 16-0027 Approval of Recommendation to Improve Right-of-Way Acquisition
Process for Projects Previously approved by the City Council
The ordinance was adopted on second reading.
Approval of the Consent Agenda
Councilmember Hankins moved, seconded by Councilmember Bateman, to
adopt the Consent Calendar except Item 4D. The motion carried by the
following vote:
Aye: 7 - Mayor Selby, Mayor Pro Tem Jones, Councilmember Bateman,
Councilmember Cooper, Councilmember Gilman, Councilmember
Hankins and Councilmember Roe

Mayor Pro Tem Jones was selected to continue to serve as Mayor Pro Tem.

5.A 16-0019 Public Hearing on Revised Draft 2016 Parks, Arts and Recreation Plan
Associate Planner Jonathon Turlove highlighted the process and updates to the Draft
2016 Parks, Arts, and Recreation Plan.

The following people spoke: Clydia Cuykendall, Phillip Schulte, Kris Tucker, Daniel
Einstein, Tom Gruner, Jack Horton, Maria Ruth, Kris Norelius, Linda Kunze, Candice
Bock, Henry Valz, Lee Montecucco, Gus Guethlein, Jerry Reilly, Teresa Walker, Pat
Rasmussen, Judy Bardin, Tracy Larson, and Bob Jacobs.
Councilmembers asked clarifying questions of staff.
The public hearing was held and closed.

3. PUBLIC COMMUNICATION
(Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.)
During this portion of the meeting, citizens may address the City Council regarding items related to City
business, including items on the Agenda. In order for the City Council to maintain impartiality and the
appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political
campaigns, speakers will not be permitted to make public comments before the Council in these three
areas: (1) on agenda items for which the City Council either held a Public Hearing in the last 45 days,
or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a matter on
which the City Council will be required to act in a quasi-judicial capacity, or (3) where the speaker
promotes or opposes a candidate for public office or a ballot measure.
Individual comments are limited to three (3) minutes or less. In order to hear as many people as
possible during the 30-minutes set aside for Public Communication, the City Council will refrain from
commenting on individual remarks until all public comment has been taken. The City Council will allow
for additional public comment to be taken at the end of the meeting for those who signed up at the
beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
