ROLL CALL Others present: Olympia School Board of Directors: President Mark Campeau, Vice President Eileen Thompson, District 2 Director Joellen Wilhelm, District 4 Director Justin Montermini, Student Representative Rachel Hodes Olympia School District Staff: Superintendent Dick Cvitanich, Assistant Superintendent Jennifer Priddy Present: 6 - Mayor Cheryl Selby, Mayor Pro Tem Nathaniel Jones, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Julie Hankins and Councilmember Jeannine Roe Excused: 1 - Councilmember Jessica Bateman 2. BUSINESS ITEM 2.A 16-1036 Joint Meeting of the City of Olympia and the Olympia School District Mayor Selby welcomed attendees from the Olympia School District (OSD) and asked everyone to go around the room and introduce themselves. Associate Parks Director Scott River discussed the Field/Joint Use agreement between the City and OSD. He described the relationship as highly valued and vital to the City's Parks, Arts & Recreation program. Mr. River described the purpose of the Field/Joint Use Agreement, which is to maximize use of shared resources and promote positive educational and recreational opportunities for the community. The Agreement allows City use of school facilities in exchange for field maintenance obligations and scheduling of community use on OSD fields. The City and OSD meet quarterly to discuss issues and to plan for upcoming months. Both parties have responsibilities to report available/unavailable facilities every 6 months, as well as a fairly defined schedule by which the City requests use of OSD facilities. Supervision and maintenance responsibilities are spelled out for clarity. Mr. River shared the list of facilities and parks which are part of the Joint Use Agreement. He also shared data regarding reservations, usage of fields and day camp registration. City of Olympia Page 1 City Council Meeting Minutes September 19, 2016 Assistant Superintendent Jennifer Priddy reviewed OSD approved construction and school facilities updates. She reviewed the school improvement bonds, construction investments and field upgrades. Councilmember Roe brought up the potential of a soccer field at the old John Roberts School. Superintendent Civitanich agreed it was good idea. Transportation and Planning Manager Randy Wesselman updated the group on improvements made to create safe walking routes to schools. He reviewed the addition of flashing beacons, a crossing island and school crossing guards on Henderson Boulevard and Carlyon Avenue. Mr. Wesselman also noted a sidewalk was added on 22nd Avenue between Boulevard Road and Cain Road along with other improvements. Senior Planner Stacy Ray gave an overview of the progress of the City’s Comprehensive Plan. She also discussed the goals within the plan which align with OSD’s goals. Superintendent Dick Cvitanich discussed the potential purchase of the Olympian Building. A resolution will be on the agenda at the next OSD Board meeting. The plan for the building also includes public gathering spaces and room for training. Councilmembers and School Board members asked clarifying questions. The discussion was completed. 3.
