OPENING 1.A ROLL CALL Present: 5 - Mayor Cheryl Selby, Mayor Pro Tem Nathaniel Jones, Councilmember Jim Cooper, Councilmember Lisa Parshley and Councilmember Renata Rollins Excused: 2 - Councilmember Jessica Bateman and Councilmember Clark Gilman 1.B ANNOUNCEMENTS - None 1.C APPROVAL OF AGENDA The aenda was approved. 1.D 18-0068 Consideration of a Resolution Expressing City Council Support for the Olympia School District No. 111 - Technology and Capital Projects Levy Mayor Selby gave background on the resolution expressing City Council support for the Olympia School District No. 111 Proposition No. 1 Technology and Capital Projects Levy. The following people spoke: Marc Elliot and Phoenix Wendt. Councilmember Cooper moved, seconded by Counclmember Parshley, to adopt the resolution expressing support for Olympia School District No. 111 Proposition No. 1 Technology and Capital Projects Levy. The motion carried by the following vote: Aye: 5 - Mayor Selby, Mayor Pro Tem Jones, Councilmember Cooper, Councilmember Parshley and Councilmember Rollins Excused: 2 - Councilmember Bateman and Councilmember Gilman 2. CONSENT CALENDAR 4.A 18-0064 Approval of January 9, 2018 City Council Special Meeting with District 22 Legislators Minutes The minutes were adopted. 4.B 18-0065 Approval of January 9, 2018 City Council Meeting Minutes The minutes were adopted. 4.C 18-0066 Approval of January 9, 2018 Study Session Meeting Minutes The minutes were adopted. 4.D 18-0087 Approval of January 16, 2018 Study Session Meeting Minutes The minutes were adopted. 4.E 18-0009 Bills and Payroll Certification Payroll check numbers 90935 through 91038 and Direct Deposit transmissions: Total: $4,291,658.98; Claim check numbers 3695243 through 3696467: Total $118,650,649.85 The decision was adopted. 4.F 18-0052 Approval of a Resolution Confirming Authority of the City Manager to Sign the Interlocal Agreement Between the Cities of Olympia, Lacey and Yelm for Implementing Deschutes Water Rights Mitigation Strategy - Phase V The resolution was adopted. 4.G 18-0086 Approval of Resolution Authorizing Amendment of the Agreed Order Between the Department of Ecology, the Port of Olympia, the City of Olympia, and LOTT for the East Bay Redevelopment Site The resolution was adopted. Approval of the Consent Agenda Councilmember Rollins moved, seconded by Councilmember Cooper, to adopt the Consent Calendar. SECOND READINGS (Ordinances) - None 4. FIRST READINGS (Ordinances) - None 5. PUBLIC HEARING 5.A 18-0001 Public Hearing on 14th Avenue/Walnut Road Speed Limit Reduction Transportation Project Engineer David Smith gave background on the 14th Avenue/Walnut Road Speed Limit Reduction. The following people spoke: Susan Piper, Martha Chaney, Tim Crabb, Cathy Crabb and Jon Anderson. Mayor Pro Tem Jones moved, seconded by Councilmember Cooper, to approve on first reading and move to second reading an ordinance reducing the speed limit on 14th Avenue, from Cooper Point Road to Walnut Loop and on Walnut Road from Walnut Loop to Bing Street from 35 mph to 25 mph. The motion carried by the following vote: Aye: 5 - Mayor Selby, Mayor Pro Tem Jones, Councilmember Cooper, Councilmember Parshley and Councilmember Rollins Excused: 2 - Councilmember Bateman and Councilmember Gilman 6. OTHER BUSINESS 6.A 18-0085 Public Safety Implementation Plan Update Police Chief Ronnie Roberts gave an update on the implementation plan for the recently passed public safety ballot measure. He shared the updated organizational chart and a timeline for implementation of the walking patrol; neighborhood liaisons; community policing program; mental health program; recruiting, hiring & training support; policy & finance and the opening of the new Westside station. The Chief shared what the Olympia Police Department organizational structure will look like in 2019 once everything is implemented. Chief Roberts thanked the Community for passing the public safety ballot measure to allow for this work to move forward. City Manager Steve Hall discussed two other elements funded with the public safety ballot measure. A third code enforcement officer will be added to the team and the Community Court program will be able to continue after it's Federal funding expires. Councilmembers asked clarifying questions. REPORTS AND REFERRALS 8.A COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meetings and events attended. 8.B CITY MANAGER'S REPORT AND REFERRALS Mr. Hall reported last Thursday a Sea Level Rise workshop was held at the Olympia Center and was well attended. He also noted last week Downtown Ambassadors Katherine Trahan and Teal Russell were awarded the House & Homeless Hero Award by the Thurston County Homeless Housing Hub. 9. SPECIAL RECOGNITION - None 3. PUBLIC COMMUNICATION (Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.) During this portion of the meeting, citizens may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these three areas: (1) on agenda items for which the City Council either held a Public Hearing in the last 45 days, or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (3) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to three (3) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken. The City Council will allow for additional public comment to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
