ROLL CALL Present: 7 - Mayor Cheryl Selby, Mayor Pro Tem Jessica Bateman, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Nathaniel Jones, Councilmember Lisa Parshley and Councilmember Renata Rollins 2. BUSINESS ITEMS 2.A 19-0728 Special Recognition - Waste ReSources Award Winning Staff Waste ReSources Director Gary Franks recognized Robert Landis, Mark Clawson, and Kris Carpenter for placing first in the Solid Waste Association of North America (SWANA) 2019 Northwest Equipment Road-E-O. The recognition was received. 2.B 19-0587 Waste ReSources Update: Briefing on the City’s Residential Recycling Program Councilmember Cooper discussed several items that would not be covered in the presentation. Through his role on the Solid Waste Advisory Committee (SWAC) he appointed Mr. Franks to an RFP workgroup for a regional waste resources contract. He noted the regional solid waste plan is moving forward with development and once further developed will come to the City Council for approval. Mr. Franks shared the history of recycling in Olympia, the scope of current waste services, the current acceptable materials list, and each step in the recycling system. He discussed the 2017 China National Sword, it's change in accepting global recycling supply, financial impacts, and the market response to this change. He noted changes to recycling sorting requested by the processor. Mr. Franks discussed the City's response to date which includes managing finance; educating the public; and reducing contamination and program evaluation. He shared the utility finance and revenue shortfall. He gave an overview of education and outreach efforts. He shared the plan for education and evaluation to reduce contamination. The study session was completed. 3. EXECUTIVE SESSION 3.A 19-0837 Executive Session Pursuant to RCW 42.30.110(1)(i); Litigation and Potential Litigation Mayor Selby recessed the meeting to Executive Session at 6:50 p.m. pursuant to RCW 42.30.110(1)(i) to discuss litigation and potential litigation matters. She announced no decisions would be made, the meeting was expected to last no longer than 45 minutes, and the Council would adjourn immediately following the Executive Session. The City Attorney was present at the Executive Session. The executive session was held and no decisions were made. 4. ADJOURNMENT The meeting adjourned at 7:25 p.m. City of Olympia Page 2
