SPECIAL RECOGNITION 2.A 22-0195 Special Recognition - Accepting an Award for Excellence in Planning for the Transportation Master Plan Presented by the American Planning Association - Washington Chapter and the Planning Association of Washington Associate Planner Michelle Swanson discussed the Excellence in Planning award being presented to the City by the American Planning Association Washington Chapter and the Planning Association of Washington. American Planning Association Representative Darby Cowles presented the City with the award for the Transportation Master Plan. The recognition was received. 3. FIRST READINGS (Ordinances) 4.K 22-0186 Approval of an Ordinance Amending the City of Olympia Zoning Map to Rezone the Smith Lake Area The ordinance was approved on first reading and moved to second reading. Approval of the Consent Agenda Councilmember Madrone moved, seconded by Councilmember Parshley, to adopt the Consent Calendar. PUBLIC HEARING - NONE 6. OTHER BUSINESS 6.A 22-0204 Approval of a Resolution Authorizing an Agreement with Pacific Mountain Workforce Development for the Journey2Jobs Program Economic Development Director Mike Reid discussed the proposed Journey2Jobs program staff have worked with the Pacific Mountain Workforce Development Council to develop. The program is focused on increasing workforce development services and income-generating opportunities for unhoused individuals. Pacific Mountain Workforce Development Chief Executive Officer William Westmoreland shared an overview of the program. Councilmembers asked clarifying questions. Mayor Selby moved, seconded by Councilmember Parshley, to adopt the resolution authorizing an agreement with Pacific Mountain. The motion carried by the following vote: Aye: 6 - Mayor Selby, Mayor Pro Tem Gilman, Councilmember Huỳnh, Councilmember Madrone, Councilmember Parshley and Councilmember Payne Excused: 1 - Councilmember Cooper City of Olympia Page 3 City Council Meeting Minutes March 1, 2022 6.B 22-0199 Approval of a Resolution Authorizing the 2022 Home Fund Capital Awards for Supportive Housing Housing Program Manager Darian Lightfoot shared the Home Fund Advisory Board's recommendation authorizing the 2022 Home Fund capital awards for supportive housing to be awarded to Family Support Center and Homes First. Councilmembers asked clarifying questions. Mayor Pro Tem Gilman moved, seconded by Councilmember Parshley, to adopt a resolution approving the Home Fund Advisory Board's recommendation authorizing the 2022 Home Fund capital awards for supportive housing to (1) Family Support Center of South Sound for $1,100,000 and (2) Homes First for $410,714. The motion carried by the following vote: Aye: 6 - Mayor Selby, Mayor Pro Tem Gilman, Councilmember Huỳnh, Councilmember Madrone, Councilmember Parshley and Councilmember Payne Excused: 1 - Councilmember Cooper 6.C 22-0188 Potential Secondary School Colocation at Yelm Highway Community Park Discussion City Manager Jay Burney noted this item is a continued discussion with the Council regarding the proposed co-location of a high school on the Yelm Highway parks property. Parks, Arts and Recreation Director Paul Simmons gave an overview of the pros and cons regarding the co-location proposal. Community Planning and Development Director Leonard Bauer shared Olympia population projections along with a map of developable parcels in the City. Councilmembers asked clarifying questions. The discussion was completed. 7. CONTINUED PUBLIC COMMENT - NONE 8. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmemers reported on meetings and events attended. 9. CITY MANAGER'S REPORT AND REFERRALS Mr. Burney reported Assistant City Manager Keith Stahley has been awarded a Credentialed Manager Designation from the International City Manager Association. EXECUTIVE SESSION 10.A 22-0213 Executive Session Pursuant to RCW 42.30.110(1)(b); RCW 42.30.110 (1)(c) - Real Estate Matter Mayor Selby recessed the meeting at 9:00 p.m. She asked the Council to reconvene in 5 minutes for an Executive Session pursuant to RCW 42.30.110(1)(b); RCW 110(1)(c) to discuss a real estate matter. She announced no decisions would be made, the meeting was expected to last no longer than 90 minutes, and the Council would adjourn immediately following the Executive Session. The City Attorney was present at the Executive Session. The executive session was held and no decisions were made. 10. ADJOURNMENT The meeting adjourned at 10:06 p.m. City of Olympia Page 5
