ROLL CALL Present: 6 - Mayor Pro Tem Clark Gilman, Councilmember Jim Cooper, Councilmember Yến Huỳnh, Councilmember Dani Madrone, Councilmember Lisa Parshley and Councilmember Dontae Payne Excused: 1 - Mayor Cheryl Selby 1.A ANNOUNCEMENTS Councilmember Parshley shared a statement about the recent draft Supreme Court opinion regarding Roe vs Wade. She noted she, Councilmembers Huỳnh and Payne will bring forward a referral to determine any actions the City can take to protect abortion rights. 1.B APPROVAL OF AGENDA The agenda was approved. 2. SPECIAL RECOGNITION 2.A 22-0456 Special Recognition - Proclamation Recognizing Olympia Heritage Month and Review of 2022 Preservation Award Nominations Mayor Pro Tem Gilman read a proclamation recognizing Heritage Month. Heritage Commission Staff Liaison Marygrace Goddu and Heritage Commission Vice Chair Garner Miller shared the 2022 Heritage Award Nominees. The nominees are the Angelus Hotel, Howard Point Place Name Project, The Eastside Club Tavern, Jacks Shoe Repair and KGY Radio. The nominees are on the evening's consent calendar for approval. The recognition was received. 3. PUBLIC COMMENT The following people spoke: Timothy Leadingham, Holly Chisa, John Pettit, CeCe Coates, and Terry Ballard. CONSENT CALENDAR 4.A 22-0434 Approval of April 25, 2022 City Council Meeting Minutes The minutes were adopted. 4.B 22-0457 Approval of 2022 Heritage Award Nominations The decision was adopted. 4.C 22-0464 Approval of a Resolution Authorizing a Lease Agreement with Intercity Transit for a Portion of the Transit Center Located at 222 State Avenue NE for Use by the Crisis Response Unit and Familiar Faces The resolution was adopted. Approval of the Consent Agenda Councilmember Parshley moved, seconded by Councilmember Huỳnh, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 6 - Mayor Pro Tem Gilman, Councilmember Cooper, Councilmember Huỳnh, Councilmember Madrone, Councilmember Parshley and Councilmember Payne Excused: 1 - Mayor Selby 4. SECOND READINGS (Ordinances) - NONE 4. FIRST READINGS (Ordinances) - NONE 5. PUBLIC HEARING - NONE 6. OTHER BUSINESS 6.A 22-0454 Approval of a Resolution Authorizing the Olympia Police Department to Obtain and Use Body-Worn Cameras and In-Car Video Systems Interim Police Chief Rich Allen gave an overview of the implementation of the use of body cameras by the Olympia Police Department. Concilmembers asked clarifying questions. Councilmember Payne moved, seconded by Councilmember Cooper, to approve a resolution authorizing the Olympia Police Department to obtain and use body-worn cameras and in-car video systems. Police Auditor Tara Parker shared her methodology, findings and lessons learned during her review. Interim Chief Allen discussed next steps. Councilmembers asked clarifying questions. The report was received. 7. CONTINUED PUBLIC COMMENT - None 8. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meetings and events attended. 9. PUBLIC COMMENT (Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.) During this portion of the meeting, community members may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these three areas: (1) on agenda items for which the City Council either held a Public Hearing in the last 45 days, or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (3) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken. The City Council will allow for additional public comment to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
