1.A ANNOUNCEMENTS
Mayor Selby read a statement regarding the white supremacist violence that recently
occurred in Buffalo, NY.
1.B APPROVAL OF AGENDA
The agenda was approved.
2. SPECIAL RECOGNITION
2.A 22-0512 Special Recognition - Proclamation Recognizing Asian, Native Hawaiian,
and Pacific Islander American Heritage Month
Councilmembers read a proclamation in recognition of Asian, Native Hawaiian and
Pacific Islander American Heritage Month.
Councilmember Huỳnh discussed the meaning of the proclamation.
Police Officer Ryan Hirotaka and Director of General Services Thanh Jeffers received
the proclamation.
The recognition was received.

4.B 22-0486 Approval of an Ordinance Amending Olympia Municipal Code Section
18.82.040, Selection Process for the Olympia Hearing Examiner
The ordinance was approved on first reading and moved to second reading.
4.C 22-0490 Approval of an Ordinance Increasing Sales and Use Tax by One Tenth of
One Percent for a Period of Seven Years to be Used for the Purpose of
Funding Arts, Science, Cultural and Heritage Programs
The ordinance was approved on first reading and moved to second reading.
4.D 22-0491 Approval of an Ordinance Amending OMC Section 3.04.200 to Create a
Cultural Access Program Fund
The ordinance was approved on first reading and moved to second reading.
Approval of the Consent Agenda
Councilmember Payne moved, seconded by Councilmember Parshley, to
adopt the Consent Calendar. The motion carried by the following vote:

Councilmember Huỳnh, Councilmember Madrone, Councilmember

6.A 22-0488 2021 Year-End Funding Recommendation
City Manager Jay Burney discussed the proposed 2021 year-end General Funding list
for appropriation in an upcoming budget amendment Ordinance.
Councilmembers asked clarifying questions.
Councilmember Parshley moved, seconded by Councilmember Cooper, to
direct staff to include the proposed 2021 year-end General Fund funding list
for appropriation in an upcoming budget amendment Ordinance. The motion

carried by the following vote:

6.B 22-0497 Olympia Police Department’s Complaint Form, Policies and Procedures
Briefing
Interim Police Chief Rich Allen gave a briefing on the Olympia Police Department's
complaint form, polices and procedures.
Councilmembers asked clarifying questions.
The discussion was completed.

During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these three areas: (1) on agenda items for which the City Council either held a Public Hearing in the last
45 days, or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a
matter on which the City Council will be required to act in a quasi-judicial capacity, or (3) where the
speaker promotes or opposes a candidate for public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
