COUNCIL RESPONSE TO PUBLIC COMMENT Councilmembers discussed support of safe staffing legislation during the upcoming legislative session. 4. CONSENT CALENDAR 4.A 22-1179 Approval of the December 6, 2022 Study Session Meeting Minutes The minutes were adopted. 4.B 22-1178 Approval of the December 6, 2022 City Council Meeting Minutes The minutes were adopted. 4.C 22-1177 Approval of Bills and Payroll Certification City of Olympia Page 1 City Council Meeting Minutes December 13, 2022 Payroll check numbers 93879 through 93967 and Direct Deposit transmissions: Total: $1,834,616.25; Claim check numbers 3752303 through 3752942: Total: $10,163,436.61. The decision was adopted. 4.D 22-1167 Approval of a Resolution Granting Special Tax Valuation for the Olympia Heritage Site at 101 Olympic Way NW The resolution was adopted. 4.E 22-1166 Approval of a Resolution Authorizing a Lease Agreement with Senior Services for South Sound for Space at The Olympia Center The resolution was adopted. 4.F 22-1169 Approval of a Resolution Authorizing an Interlocal Agreement with Thurston County to Combine the Olympia and Thurston County Home Funds The resolution was adopted. 4.G 22-1171 Approval of a Resolution Authorizing a Community Gun Buy-Back Program within the Olympia Police Department The resolution was adopted. 4.H 22-1174 Approval of a Resolution Authorizing a 2023 Plum Street Village Funding Agreement with the Low Income Housing Institute The resolution was adopted. 4.I 22-1182 Approval of a Resolution Authorizing an Amendment to the Municipal Services Contract with Thurston Community Television to Extend Services for 90 Days The resolution was adopted. 4. SECOND READINGS (Ordinances) 4.J 22-1150 Approval of an Ordinance Amending Ordinance 7344 (Fourth Quarter Budget Amendment) The ordinance was adopted on second reading. 4.K 22-1129 Approval of an Ordinance Revising Fees for Engineering, Building and Land Use Permits, and Plan Review The ordinance was adopted on second reading. 4.L 22-1143 Approval of an Ordinance Updating Impact Fees City of Olympia Page 2 City Council Meeting Minutes December 13, 2022 The ordinance was adopted on second reading. 4.M 22-1157 Approval of an Ordinance Relating to Utility Fees and Charges and Amending Section 4.24.010 of the Olympia Municipal Code The ordinance was adopted on second reading. 4.N 22-1145 Approval of an Ordinance Adopting the 2023 Operating, Special Funds, Capital Budget, and Capital Facilities Plan: 2023-2028 Financial Plan The ordinance was adopted on second reading. 4. FIRST READINGS (Ordinances) 4.O 22-1176 Approval of an Ordinance Amending Olympia Municipal Code Section 3.04.600 to Add an Internal Service Fund to be Known as the Facilities Fund The ordinance was approved on first reading and moved to second reading. Approval of the Consent Agenda Councilmember Madrone moved, seconded by Councilmember Parshley, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 7 - Mayor Selby, Mayor Pro Tem Gilman, Councilmember Cooper, Councilmember Huỳnh, Councilmember Madrone, Councilmember Parshley and Councilmember Payne 5. PUBLIC HEARING - NONE 6. OTHER BUSINESS 6.A 22-1181 Approval of the City of Olympia 2023 Legislative Agenda Legislative Liaison Susan Grisham reviewed the draft 2023 Legislative Agenda. Councilmembers asked clarifying questions and suggested several amendments regarding language and organization of the document. Councilmember Parshley moved, seconded by Mayor Pro Tem Gilman, to approve the draft 2023 City of Olympia legislative agenda. The motion carried by the following vote: Aye: 7 - Mayor Selby, Mayor Pro Tem Gilman, Councilmember Cooper, Councilmember Huỳnh, Councilmember Madrone, Councilmember Parshley and Councilmember Payne City of Olympia Page 3 City Council Meeting Minutes December 13, 2022 6.B 22-1180 Approval of the 2023 City Council Retreat Agenda City Manager Jay Burney presented the draft 2023 City Council retreat agenda. Councilmembers asked clarifying questions. Councilmember Madrone moved, seconded by Councilmember Cooper, to approve the 2023 City Council Retreat agenda. The motion carried by the following vote: Aye: 7 - Mayor Selby, Mayor Pro Tem Gilman, Councilmember Cooper, Councilmember Huỳnh, Councilmember Madrone, Councilmember Parshley and Councilmember Payne 6.C 22-1173 2022 Year-End Highlights Strategic Communications Director Kellie Purce Braseth presented the 2022 Year-End Highlights. ROLL CALL 1.A ANNOUNCEMENTS 1.B APPROVAL OF AGENDA 2. SPECIAL RECOGNITION - NONE 3. PUBLIC COMMENT (Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.) During this portion of the meeting, community members may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these three areas: (1) on agenda items for which the City Council either held a Public Hearing in the last 45 days, or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (3) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken. The City Council will allow for additional public comment to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
