Climate Program Director Dr. Pamela Braff announced the Energize Olympia campaign
for a ductless heat pump program.

Special Recognition - Proclamation Recognizing Transgender Day of
Visibility
Councilmembers read a proclamation recognizing Transgender Day of Visibility.
Diversity Equity Inclusion Program Manager Tobi Hill-Meyer introduced members of the
Oly Trans Fam. The following people spoke: Lillith Aurora DeLoe, Sable du Lac,
DeerLynn Joy Kramer, Dakota Jean Dilk, and Josephine Olivia Willis-Ford.
The group discussed their work and experiences as Transgender community members.
Councilmembers shared words of gratitude.
The recognition was received.
2.B 23-0296 Special Recognition - Honoring Outgoing Members of Advisory Boards,
Committees and Commissions
Strategic Communications Director Kellie Purce Braseth discussed the recognition to

honor the community members who are departing Council appointed advisory committee
members. The following people were honored: Kathy Murray, Barb Buman, Matthew
Fitzgerald, Jon Tallman, and Brittany Yunker Carlson, Maria Ruth, Rad Cunningham,
Roger Wilson, Omar Santana-Gomez and Sarah Lloyd.
Councilmembers shared their thanks to everyone for their service to the City.
The recognition was received.

Technologies for Grant Management and Brownfield Consulting Services
The resolution was adopted.

Councilmember Parshley moved, seconded by Councilmember Cooper, to
adopt the Consent Calendar. The motion carried by the following vote:

5.A 23-0269 Public Hearing on the Community Development Block Grant Program
Five-Year Consolidated Plan Update (2023-2027)
CDBG Program Specialist Anastasia Everett gave an overview of the Community
Development Block Grant Program Five-Year Consolidated Plan Update (2023-2027).
Councilmembers asked clarifying questions.
Mayor Selby opened the public hearing at 7:05 p.m. No one spoke. She closed the
public hearing at 7:05 p.m.
The public hearing was held and closed.
5.B 23-0276 Public Hearing the Draft Housing and Urban Development 2023 - 2027
Fair Housing Assessment
Housing Program Specialist Christa Lenssen shared an overview of the Fair Housing

Councilmembers asked clarifying questions.
Mayor Selby opened the public hearing at 7:36 p.m. No one spoke. She closed the
public hearing at 7:37 p.m.

6. OTHER BUSINESS
6.A 23-0280 Approval of Recommended 2023 Traffic Box Wrap Designs
Arts Program Manager Stephanie Johnson and Arts Commission Vice Chair Kathy
Dorgan shared the 2023 recommended traffic box wrap designs.
Councilmembers shared their appreciation of the art and asked clarifying questions.
Councilmember Parshley moved, seconded by Councilmember Payne, to
approve the top ten designs for the 2023 Traffic Box Wrap Public Art Project
as recommended by the Arts Commission and determined by public vote. The
motion carried by the following vote:

Councilmember Huỳnh, Councilmember Madrone, Councilmember
Parshley and Councilmember Payne
6.B 23-0284 Approval of Artist in Residence Recommendation
Ms. Johnson and Ms. Dorgan presented an overview regarding the Artist in Residence
pilot project. They shared the recommendation for Bobby Williams as the Drexel House
Artist in Residence.
Drexel House resident Marvin Bennett shared his excitement for the project.
Councilmembers asked clarifying questions.
Mayor Pro-Tem Gilman moved, seconded by Councilmember Madrone, to
approve the Arts Commission recommendation. The motion carried by the
following vote:

(Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.)
During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these three areas: (1) on agenda items for which the City Council either held a Public Hearing in the last
45 days, or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a
matter on which the City Council will be required to act in a quasi-judicial capacity, or (3) where the
speaker promotes or opposes a candidate for public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
