1.A ANNOUNCEMENTS
Mayor Selby presented City Manager Jay Burney with the Washington City/County
Management Association Advancing the Profession Award recognizing his work to
advance diversity work in the City of Olympia.
Mr. Burney said a few words regarding the award.
1.B APPROVAL OF AGENDA
Item 6.B has been postponed to a future date.
The agenda was approved as amended.
2. SPECIAL RECOGNITION
2.A 23-0708 Special Recognition - Climate Risk and Vulnerability Assessment
Community Mural
Senior Climate Program Analyst Hannah Ljunggren discussed a collaborative mural to
support community outreach for the City of Olympia's Climate Risk and Vulnerability
Assessment.
Artist Carrie Ziegler discussed the mural and the collection of climate impact statements
that represent community perspectives and concerns about the current and future
impacts of climate change in Olympia.
The recognition was received.
2.B 23-0722 Special Recognition - Proclamation Recognizing Women’s Equality Day

Councilmembers read a proclamation recognizing August 26, 2023 as Women's Equality
Day.
YWCA representative Alli Ewing accepted the proclamation and shared a statement
regarding Women's Equality Day.
The recognition was received.

adopt the Consent Calendar. The motion carried by the following vote:

Timberland Regional Library Executive Director Cheryl Heywood gave an update on

6.B 23-0721 Thurston County Public Safety Sales Tax Ballot Measure Briefing
The information was postponed.
6.C 23-0697 Approval of a Resolution Approving Plans for Implementation of the
Voter-Approved Cultural Access Program Known as Inspire Olympia,
Consistent with the Statutory
Requirements of RCW 36.160.110
Cultural Access Program Manager Marygrace Goddu presented the Inspire Olympia
program mission and funding goals, proposed funding allocation structure, and proposed
timeline for program implementation.
Councilmembers asked clarifying questions.
Mayor Pro Tem Gilman moved, seconded by Councilmember Huỳnh, to
approve a resolution approving plans for implementation of the
voter-approved Cultural Access Program known as Inspire Olympia,
consistent with the statutory requirements of RCW 36.160.110. The motion
carried by the following vote:
Aye: 6 - Mayor Selby, Mayor Pro Tem Gilman, Councilmember Huỳnh,
Councilmember Madrone, Councilmember Parshley and
Councilmember Payne
Excused: 1 - Councilmember Cooper

Councilmembers reported on meetings and events attended.
Mayor Selby reported a panel interviewed candidates as potential appointees for the
Municipal Court Judge on Monday. An announcement will be made next week.
9. CITY MANAGER'S REPORT AND REFERRALS
City Manager Burney reported the City will begin contracting with a federal lobbyist.

During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these three areas: (1) on agenda items for which the City Council either held a Public Hearing in the last
45 days, or will hold a Public Hearing within 45 days, or (2) where the public testimony may implicate a
matter on which the City Council will be required to act in a quasi-judicial capacity, or (3) where the
speaker promotes or opposes a candidate for public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
