ROLL CALL Present: 6 - Mayor Dontae Payne, Mayor Pro Tem Yến Huỳnh, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Dani Madrone and Councilmember Robert Vanderpool Excused: 1 - Councilmember Lisa Parshley 1.A ANNOUNCEMENTS - None 1.B APPROVAL OF AGENDA The agenda was approved. 1.C CONSIDERATION OF A RESOLUTION EXPRESSING COUNCIL SUPPORT FOR OLYMPIA SCHOOL DISTRICT NO. 111 PROPOSITION NO. 1, REPLACEMENT OF EXPIRING LEVY FOR EDUCATIONAL PROGRAMS AND OPERATIONS ****THE PUBLIC WILL BE GIVEN AN OPPORTUNITY TO SPEAK AT THIS TIME FOR OR AGAINST THIS LEVY**** 24-0067 Consideration of a Resolution Expressing City Council Support for the Olympia School District No. 111 - Proposition No. 1, Replacement of Expiring Levy for Educational Programs and Operations, to be Presented to the Electorate on February 13, 2024 Mayor Payne opened the public hearing at 6:05 p.m. The folloiwng people spoke: Patrick Murphy, Drew Phillips and Ben Edwards. The public hearing was closed at 6:14 p.m. Councilmember Cooper asked the upcoming joint Council and School Board to discuss climate and equity. Councilmember Gilman moved, seconded by Mayor Pro Tem Huỳnh, to adopt the resolution expressing City Council support for the Olympia School City of Olympia Page 1 City Council Meeting Minutes January 16, 2024 District No. 111 Proposition No. 1 - replacement of expiring levy for educational programs and operations. The motion carried by the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone and Councilmember Vanderpool Excused: 1 - Councilmember Parshley 2. SPECIAL RECOGNITION - None 3. PUBLIC COMMENT Desiree Toliver spoke. 4. CONSENT CALENDAR 4.A 24-0052 Approval of January 8, 2024 Special City Council Meeting Minutes The minutes were adopted. 4.B 24-0064 Approval of January 9, 2024 City Council Meeting Minutes The minutes were adopted. Approval of the Consent Agenda Councilmember Madrone moved, seconded by Councilmember Cooper, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 6 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone and Councilmember Vanderpool Excused: 1 - Councilmember Parshley 4. EXECUTIVE SESSION 10.A 24-0058 Executive Session Pursuant to RCW 42.30.110(1)(g) - Personnel Matter (City Manager’s Performance Evaluation) Mayor Payne recessed the meeting at 6:18 p.m. and asked the Council to reconvene in 5 minutes for an Executive Session Pursuant to RCW 42.30.110(1)(g) related to a personnel matter. He announced no decisions would be made, and the meeting was expected to last no longer than 90 minutes. The executive session was held and no decisions were made. 10. SPECIAL RECOGNITION - NONE 3. PUBLIC COMMENT (Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.) During this portion of the meeting, community members may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these two areas: (1) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken.
