ROLL CALL Present: 7 - Mayor Dontae Payne, Mayor Pro Tem Yến Huỳnh, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Dani Madrone, Councilmember Lisa Parshley and Councilmember Robert Vanderpool 1.A ANNOUNCEMENTS - None 1.B APPROVAL OF AGENDA The agenda was approved. 2. SPECIAL RECOGNITION 2.A 24-0111 Special Recognition - Proclamation Recognizing Black History Month Councilmembers read a proclamation recognizing Black History Month. Hawk Foundation for Research and Education in African Culture Founder Javoen Byrd received the proclamation and discussed Black History Month events. The recognition was received. 2.B 24-0138 Special Recognition - Immigrant Advocacy Day Mayor Pro Tem Huỳnh read a proclamation recognizing Immigrant Advocacy Day. The Proclamation was received by Strengthening Sanctuary Alliance representative Bob Zeigler and Washington Immigrant Solidarity Network Policy Director Sasha Wasserstrom. CONSENT CALENDAR 4.A 24-0109 Approval of January 23, 2024 City Council Meeting Minutes The minutes were adopted. 4.B 24-0079 Approval of a Resolution Authorizing a Grant Application to the NOAA Climate Resilience Regional Challenge Grant The resolution was adopted. 4.C 24-0110 Approval of a Resolution Authorizing Roof Repairs at the City’s Maintenance Center The resolution was adopted. 4.D 24-0112 Approval of a Resolution Approving an Amendment to the City Manager’s Employment Agreement and Authorizing the Mayor to Sign the Amendment on behalf of the Olympia City Council The resolution was adopted. 4.E 24-0122 Approval of a Resolution Authorizing a Purchase and Sale Agreement for the Sale of Certain Excess City-Owned Real Property to Goldwin and Eugina Dempsey The resolution was adopted. 4.F 24-0133 Approval of a Resolution Approving a Municipal Services Contract Between the City of Olympia and the Visitors and Convention Bureau of Thurston County for 2024- 2026 Tourism Promotion (Lodging Tax) Services The resolution was adopted. 4.G 24-0130 Approval of the 2024 Land Use and Environment Committee Work Plan The decision was adopted. 4.H 24-0131 Approval of the 2024 Community Livability and Public Safety Committee Work Plan The decision was adopted. 4.I 24-0132 Approval of the 2024 Finance Committee Work Plan The decision was adopted. The motion carried by the following vote: Aye: 7 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone, Councilmember Parshley and Councilmember Vanderpool 4. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meetings and events attended. 24-0152 Approval of an Appointment to the Thurston County Opioid Abatement Council Councilmember Gilman moved, seconded by Councilmember Parshley, to appoint Councilmember Cooper to the Thurston County Opioid Abatement Council. The motion carried by the following vote: Aye: 7 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Cooper, Councilmember Gilman, Councilmember Madrone, Councilmember Parshley and Councilmember Vanderpool 9. CITY MANAGER'S REPORT AND REFERRALS City Manager Jay Burney reported Inspire Olympia Program Manager Marygrace Goddu recently presented at Rotary. He noted he will be presenting at the upcoming Roundtable of Thurston County meeting. He also shared updates to the Council public comment sign up sheet. 10. PUBLIC COMMENT (Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.) During this portion of the meeting, community members may address the City Council regarding items related to City business, including items on the Agenda. In order for the City Council to maintain impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law for political campaigns, speakers will not be permitted to make public comments before the Council in these two areas: (1) where the public testimony may implicate a matter on which the City Council will be required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for public office or a ballot measure. Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting on individual remarks until all public comment has been taken. The City Council will allow for additional public comment to be taken at the end of the meeting for those who signed up at the beginning of the meeting and did not get an opportunity to speak during the allotted 30-minutes.
