1.B APPROVAL OF AGENDA
The agenda was approved.
2. SPECIAL RECOGNITION
2.A 24-0241 Special Recognition - Proclamation Recognizing Transgender Day of
Visibility
Councilmembers read a proclamation recognizing Transgender Day of Visibility. The
proclamation was accepted by members of Oly Trans Fam Valerie Dettenwanger, Andri
Chavez and Annie Monahan.
Mayor Payne shared support for the Transgender community in Olympia.
The recognition was received.
2.B 24-0239 Special Recognition - The Switch Is On Campaign
Director of Climate Programs Pamela Braff, PhD, shared an overview of the Switch is On
campaign, a consumer awareness campaign designed to educate, inspire, and
empower residents, community groups, contractors, and other community leaders to
advance building decarbonization through energy efficiency and electrification.
The recognition was received.

4.A 24-0226 Approval of March 5, 2024 City Council Meeting Minutes
The minutes were adopted.
4. SECOND READINGS (Ordinances)
4.B 24-0185 Approval of an Ordinance Amending Development Standards of the
Retail/Commercial Zone of the Evergreen Park Planned Unit
Development
The ordinance was adopted on second reading.
4.C 24-0192 Approval of an Ordinance Adopting Updated International Building
Codes as Required by the State Building Codes Council
The ordinance was adopted on second reading.
4.D 24-0193 Approval of an Ordinance Revising Fees for Engineering, Building and
Land Use Permits, and Plan Review
The ordinance was adopted on second reading.
Approval of the Consent Agenda
Councilmember Vanderpool moved, seconded by Mayor Pro Tem Huỳnh, to
adopt the Consent Calendar. The motion carried by the following vote:
Aye: 5 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Gilman,
Councilmember Madrone and Councilmember Vanderpool
Excused: 2 - Councilmember Cooper and Councilmember Parshley

5.A 24-0232 Public Hearing on Relocation Assistance and Additional Renter
Protections
Senior Housing Program Specialist Christa Lenssen shared an overview of the
proposed relocation assistance and renter protections ordinance.
Mayor Payne opened the public hearing at 7:16 p.m.

Kent Markley, Amanda Washburn, Ryann Keller, Desiree Toliver, Star Garlinksy, Judy
Bardin, Branden Raferty, Bill Fierst, Christina Daniels, Walter Jorgensen, Tyler Ochner,
Daniel Bannon, Lavender, April Miller, Derrick Rudder and Iona.
The public hearing was closed at 8:34 p.m.
Mayor Payne announced no action would be taken on the item and it will come before the
Council again on April 9.
The public hearing was held and closed.
6. OTHER BUSINESS
6.A 24-0222 Olympia Police Department Automated License Plate Reader Cameras
Implementation Plan Briefing
Police Chief Rich Allen shared an overview of stolen vehicle thefts. He also provided a
briefing of the automated license plate reader cameras implementation plan.
Councilmembers asked clarifying questions.
The information was provided.
6.B 24-0219 Community Representative Briefing of the December 2022 Officer
Involved Shooting
Deputy Police Chief Shelby Parker gave an overview of the Community Use of Force
Review Board process and role of the Community Representative.
Community Use of Force Review Board representative Sarah Nagy shared a briefing as
a Community Representative on the officer involved shooting that occurred in December
2022.
Councilmembers asked clarifying questions.
The report was received.

8. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS
Councilmembers reported on meetings and events attended.
9. CITY MANAGER'S REPORT AND REFERRALS
City Manager Jay Burney thanked Mayor Pro Tem Huỳnh for attending the employee

resource group kick-off last week. He also noted he attended the National League of
City's conference last week.
10. EXECUTIVE SESSION
10.A 24-0245 Executive Session Pursuant to RCW 42.30.110(1)(g) - Personnel Matter
Mayor Payne recessed the meeting at 9:42 p.m. He asked the Council to reconvene in 5
minutes for an Executive Session pursuant to RCW 42.30.110(1)(g) to discuss a
personnel matter.
Mayor Payne reconvened the meeting at 9:47 p.m. He announced no decisions would
be made, the meeting was expected to last no longer than 30 minutes, and the Council
would adjourn immediately following the Executive Session. The City Attorney was
present at the Executive Session.
The executive session was held and no decisions were made.
10. ADJOURNMENT
The meeting adjourned at 10:15 p.m.

3. PUBLIC COMMENT
(Estimated Time: 0-30 Minutes) (Sign-up Sheets are provided in the Foyer.)
During this portion of the meeting, community members may address the City Council regarding items
related to City business, including items on the Agenda. In order for the City Council to maintain
impartiality and the appearance of fairness in upcoming matters and to comply with Public Disclosure Law
for political campaigns, speakers will not be permitted to make public comments before the Council in
these two areas: (1) where the public testimony may implicate a matter on which the City Council will be
required to act in a quasi-judicial capacity, or (2) where the speaker promotes or opposes a candidate for
public office or a ballot measure.
Individual comments are limited to two (2) minutes or less. In order to hear as many people as possible
during the 30-minutes set aside for Public Communication, the City Council will refrain from commenting
on individual remarks until all public comment has been taken. The City Council will allow for additional
public comment to be taken at the end of the meeting for those who signed up at the beginning of the
meeting and did not get an opportunity to speak during the allotted 30-minutes.
